About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center is seeking Environmental Construction and Optimization Services (ECOS) through a Request for Information (RFI) to support the Air Force Civil Engineer Center (AFCEC). The procurement will cover environmental restoration, remediation, and engineering activities across CONUS and OCONUS locations, including Hawaii and Alaska. Key contract objectives include environmental planning, investigations, construction/demolition, compliance, and remediation activities that meet Air Force requirements. The government is gathering industry input on contractor capabilities, particularly in areas like groundwater treatment systems with minimum 800 gpm flow rates, PFAS contamination treatment, and in-situ treatment projects. Responses to the RFI are due by February 5, 2025, at 2:00 pm CDT, with potential evaluation criteria including Trade-off and Highest Technically Rated Offer (HTRO) methodologies.

The contract is not set aside for any specific business category and represents a follow-on to the Base Realignment and Closure Environmental Construction Optimization Services (BECOS) ID/IQ contracts. The anticipated performance period spans 10 years, from September 2026 to September 2036, with task orders to be issued throughout this period. While specific award values are not disclosed in the pre-solicitation notice, the contract will cover environmental services across all 50 U.S. states and territories. Contractors will be required to comply with numerous federal environmental regulations, including RCRA, CERCLA, SDWA, and others. The procurement strategy involves gathering detailed industry feedback to refine requirements, with the ultimate goal of developing a comprehensive environmental services contract that can support the Air Force Civil Engineering Center's mission across diverse geographic and environmental contexts.
