About this file

This is a Request for Information (RFI) issued by the 772nd Enterprise Sourcing Squadron (772 ESS) seeking industry input for the Environmental Construction and Optimization Services (ECOS) 2026 program, which will support the Air Force Civil Engineer Center (AFCEC). The program is a follow-on to the Base Realignment and Closure Environmental Construction Optimization Services (BECOS) ID/IQs, with anticipated performance from September 2026 to September 2036 across CONUS and OCONUS locations, including Hawaii and Alaska.

The RFI contains 14 questions seeking information about contractors' capabilities in areas such as groundwater treatment systems, PFAS contamination treatment, in-situ treatment projects, and experience working in remote locations. Key areas of interest include contractors' ability to handle minimum flow rates of 800 gpm with multiple pumping wells, PFAS contamination treatment construction, and projects requiring materials transported by ship/barge. Responses are due by February 5, 2025, at 2:00 pm CDT and must be submitted via email to the specified contracting personnel using the provided response matrix. The government is particularly interested in feedback on evaluation criteria, fair opportunity considerations, and emergency response capabilities for the future contract.

REQUEST FOR INFORMATION (RFI) #2

THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS

IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY.

This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any corporation's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations.

Introduction: The 772nd Enterprise Sourcing Squadron (772 ESS) is planning to request proposals for the Environmental Construction and Optimization Services (ECOS) program, which will provide support to the Air Force Civil Engineer Center (AFCEC). This effort would be a follow-on to the Base Realignment and Closure Environmental Construction Optimization Services (BECOS) ID/IQs with assorted changes. These services will be carried out in both the Continental United States (CONUS) and Outside Continental United States (OCONUS) locations, Hawaii and Alaska. The Government is considering a 10-year ordering period for this contract. The anticipated Period of Performance (PoP) for this program is from September 2026 to September 2036.

Purpose: The Government seeks to gain insight into industry interest, qualifications, and capabilities through the responses to this RFI. The purpose of these responses is to aid the Government in finalizing requirements, formulating evaluation criteria for potential awards, and determining contract terms and conditions that may be included in any future solicitation. It is important to note that this RFI is solely for information gathering purposes, and any future solicitation may consider the information received in response to this RFI, along with any additional market research findings.

Industry Response: Responses to the questions below are to be submitted on the RFI Response Matrix (attached excel spreadsheet) and expected to be accompanied by company letterhead.

Responses are requested as soon as possible but not later than 5 February 2025 at 2:00pm

CDT. Responses or questions shall be only submitted via e-mail to Stanley J. Blanco at stanley.blanco.2@us.af.mil (Contract Specialist), Louwanna D. Wright at louwanna.wright.1@us.af.mil (Contract Specialist), and copy Thomas Dimitriou at thomas.dimitriou@us.af.mil (Contracting Officer). You may also submit a Capabilities Statement with projects that demonstrate a record of relevant past performance. Thank you in advance for your time and assistance.

REQUEST FOR INFORMATION QUESTIONS

The 772 ESS Contracting Officer and AFCEC Program Manager requests comments from interested parties on the following questions:

1. Kindly indicate your level of interest in this requirement and whether you anticipate submitting a proposal. If not, could you please provide a brief explanation for your decision.

2. Would your firm propose on this project as a prime contractor, joint venture or subcontractor.

3. If utilizing teaming arrangement, what is your risk mitigation if the teaming arrangement expires during the Period of Performance (PoP)?

4. Please provide information, including agent, regulatory agency, anticipated or final value, base award date on contracts your firm has performed for the following project types:

a. Operation, maintenance, and optimization of groundwater treatment systems with a minimum flow rate of 800 gpm with at least four pumping wells. Provide target contaminant(s) and maximum influent concentrations, treatment technology, number of extraction wells, discharge method, hydrogeological setting, cleanup levels. Provide a description of optimization efforts.

b. Construction of groundwater treatment systems for PFAS contamination. Provide maximum concentrations, cleanup levels, filter media, and flow rate. Describe contaminated water conveyance and treated water discharge, treatment train configuration, and hydrogeological setting.

c. In-situ treatment with at least ten injection points and total injectant volume of at least 10,000 gallons. Include product injected, target contaminant(s) and maximum concentrations in the target zone, cleanup levels, and hydrogeological setting.

d. Projects that require materials and supplies as well as workforce to be transported to the site by ship/barge.

5. What is the minimum and maximum dollar value project on which your firm would routinely consider submitting a proposal?

6. What maximum capacity of work can your firm reasonably manage while assuring effective program/project implementation and maintaining quality service.

7. The Government may evaluate capability to perform in Alaska, Hawaii and U.S. outlying territories, some in potentially remote and austere locations. Has your company performed efforts in austere areas? If capability to perform in these regions is limited, please explain.

8. In your experience, how many simultaneous, geographically dispersed task orders should a firm need to demonstrate the capability to effectively manage execution capability within the anticipated range of performance locations and to handle surge requirements? How can capacity be most clearly demonstrated to the Government under a solicitation (ex. scope/dollar value, number of task orders, both, etc.)?

9. Would using various selection methodologies for awarding basic IDIQ contracts such as, partial or full Tradeoff approaches (with a focus on past performance or technical aspects), or Highest Technically Rated Offer (HTRO) impact your firm and its decision-making process when submitting proposals?

What criteria would distinguish one firm's capabilities from another, ex. Past Performance, Technical Capabilities, Management Approach, etc.? Please provide an explanation.

If HTRO was utilized, what criteria would distinguish one firm's technical capabilities from another?

10. In your view, how should the issue of fair opportunity be considered at the task order level?

Would you support a down-selection mechanism? How would you recommend any down-selection method be utilized?

If reserves for certain small business categories were made, what method would be most appropriate, at the Basic IDIQ level, Order Level, Both?

11. In the event of emergency events, would you support a sole-source method of down-selection?

Would you support a randomized order for emergency response actions, in which if an offeror elected not to propose it forfeited its placement in the response queue until/if the entire queue had opportunity to propose on emergency response action(s)?

12. Request vendors provide feedback/questions regarding the Draft PWS. Tracked changes or general feedback/questions is acceptable. The government reserves the right not to answer questions and may not make any changes based on feedback/questions as this is for preliminary market research and to seek industry input.

13. Does the PWS cover potential future requirements? Are there any pending technological advances that could be incorporated?

14. Please provide any further information the Government may not have specifically asked for to aid in our acquisition planning and market research.
