About this file
This is a Request for Information (RFI) matrix spreadsheet seeking industry feedback for the Environmental Construction and Optimization Services (ECOS) 2026 program, managed by the 772nd Enterprise Sourcing Squadron for the Air Force Civil Engineer Center (AFCEC). The RFI contains 14 questions focused on gathering contractor capabilities, experience, and input on procurement approach.
The questions cover key areas including: contractor interest and teaming arrangements; past performance with groundwater treatment systems (minimum 800 gpm flow rate), PFAS contamination treatment, and in-situ treatment projects; capability to perform work in Alaska, Hawaii and U.S. territories; views on selection methodologies like Trade-off and Highest Technically Rated Offer (HTRO); feedback on fair opportunity and down-selection at task order level; and input on the draft PWS. Responses are due February 5, 2025 at 2:00pm CDT. The anticipated program period of performance is September 2026 to September 2036 with a 10-year ordering period. This is a follow-on to the Base Realignment and Closure Environmental Construction Optimization Services (BECOS) ID/IQ contracts.

| Q.4 | Please provide information, including agent, regulatory agency, anticipated or final value, base award date on contracts your firm has performed for the following project types: |
1. Operation, maintenance, and optimization of groundwater treatment systems with a minimum flow rate of 800 gpm with at least four pumping wells. Provide target contaminant(s) and maximum influent concentrations, treatment technology, number of extraction wells, discharge method, hydrogeological setting, cleanup levels. Provide a description of optimization efforts.
2. Construction of groundwater treatment systems for PFAS contamination. Provide maximum concentrations, cleanup levels, filter media, and flow rate. Describe contaminated water conveyance and treated water discharge, treatment train configuration, and hydrogeological setting.
Q.4 Question 4 Continued:
3. In-situ treatment with at least ten injection points and total injectant volume of at least 10,000 gallons. Include product injected, target contaminant(s) and maximum concentrations in the target zone, cleanup levels, and hydrogeological setting.
4. Projects that require materials and supplies as well as workforce to be transported to the site by ship/barge.
You may provide additional details if you wish to submit a Capabilities Statement.
| Q.5 | What is the minimum and maximum dollar value project on which your firm would routinely consider submitting a proposal? |
| Q.6 | What maximum capacity of work can your firm reasonably manage while assuring effective program/project implementation and maintaining quality service? |
| Q.7 | The Government may evaluate capability to perform in Alaska, Hawaii and U.S. outlying territories, some in potentially remote and austere locations. Has your company performed efforts in austere areas? If capability to perform in these regions is limited, please explain. |
| Q.8 | In your experience, how many simultaneous, geographically dispersed task orders should a firm need to demonstrate the capability to effectively manage execution capability within the anticipated range of performance locations and to handle surge requirements? How can capacity be most clearly demonstrated to the Government under a solicitation (ex. scope/dollar value, number of task orders, both, etc.)? |
| Q.9 | Would using various selection methodologies for awarding basic IDIQ contracts such as, partial or full Tradeoff approaches (with a focus on past performance or technical aspects), or Highest Technically Rated Offer (HTRO) impact your firm and its decision-making process when submitting proposals? |
What criteria would distinguish one firm's capabilities from another, ex. Past Performance, Technical Capabilities, Management Approach, etc.? Please provide an explanation.
If HTRO was utilized, what criteria would distinguish one firm's technical capabilities from another?
Q.10 In your view, how should the issue of fair opportunity be considered at the task order level? Would you support a down-selection mechanism? How would you recommend any down-selection method be utilized?
If reserves for certain small business categories were made, what method would be most appropriate, at the Basic IDIQ level, Order Level, Both?
Q.11 In the event of emergency events, would you support a sole-source method of down-selection?
Would you support a randomized order for emergency response actions, in which if an offeror elected not to propose it forfeited its placement in the response queue until/if the entire queue had opportunity to propose on emergency response action(s)?
| Q.12 | Request vendor provide feedback/questions regarding the Draft PWS. Tracked changes or general feedback/questions is acceptable. The government reserves the right not to answer questions and may not make any changes based on feedback/questions as this is for preliminary market research and to seek industry input. |
