About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD) is procuring six spools of Reynolds "c" Cable totaling 19,800 feet through a sole source solicitation under FAR Part 13.106-1(b). The cable is specifically required for the FS-43 high-voltage firing system and RP-85 explosive bridge-wire detonators used in underwater explosive testing, particularly for the DDG-128 shock trial. The technical specifications include 16 AWG conductor, 31 Ohms impedance, red color, and an operating temperature range of -55°F to 125°F. While this is structured as a sole source procurement targeting Teledyne Defense Electronics, LLC, the government will consider capabilities statements from interested parties that include pricing, FOB point, contact information, GSA contract number if applicable, business size, and payment terms. The deadline for submission of capabilities statements is 12:00 PM EST on August 6, 2025, with responses to be sent to michael.s.brodie7.civ@us.navy.mil.
This procurement does not utilize any set-aside designation and falls under NAICS code 335929 with a small business standard of 1,000 employees. Teledyne Defense Electronics, LLC (also referenced as Teledyne Storm Microwave) is identified as the intended sole source contractor, as they are the exclusive supplier of the Reynolds "C" cable that is specifically engineered for Teledyne Reynolds high-voltage firing systems. The total estimated contract value is redacted in the supporting documentation, though it covers the procurement of 19,800 feet of specialized high-voltage coaxial cable. The requested delivery date is September 1, 2025, with inspection and testing to occur at NSWCCD facilities in Bethesda, Maryland. The place of performance is listed as Westlake, Maryland, and the procurement is justified as sole source due to the critical nature of the cable for explosive testing operations where alternative products could compromise system functionality and create significant operational risks.
