NSWCCD Sole Source/Brand Name Justification Under SAT Rev 3 Template Effective February 2023

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
3. Other Reasons:
Teledyne Storm Microwave, a subsidiary of Teledyne Reynolds Industries, manufactures the high-voltage firing system (FS-43) and explosive bridge-wire detonators (RP-85), both of which have been utilized by the Dynamic Measurements and Test Branch (Code 663) for years in underwater explosive testing.
The Reynolds coaxial cable (“C” cable) is a high-voltage, low-impedance cable specifically engineered for FS-43 and RP-85. The Reynolds “C” cable is exclusively available through Teledyne Storm Microwave.
Using an alternative coaxial cable not specifically designed for the Teledyne Reynolds (FS-43) high-voltage firing systems compromises this critical component, increasing the likelihood of misfires due to voltage drop or physical damage during deployment and recovery. Such misfires in a full-ship shock trial could cost the government over per day and increase risk to the explosive operations crew during the recovery of a misfired explosive charge.
