About this opportunity

The U.S. Army Corps of Engineers seeks review, update, and integration of modeling relationships and computerized applications supporting coastal deep-draft waterway system evaluations, with proposals due September 3, 2026. This is a Total Small Business set-aside using Simplified Acquisition Procedures and firm-fixed-price contracting.

Work is performed at the offeror's facility. The base task requires comprehensive review and testing of five existing applications: CADET (Channel Analysis & Design Evaluation Tool for vessel vertical motion), Hull Lines Flexibility Program, Powering & Emissions Handling Model, Ballast Templates & Immersion Formulas, and Wake Screening Application. The contractor must verify compatibility of all hull profiles with current Windows operating environments, validate CADET profiles, test the flexibility program across representative hulls in three vessel types using single and multi-variable dimensional modifications, update emissions relationships based on current EPA speciation databases, and review ballast templates and wake screening algorithms. Optional tasks include development of up to seven additional hull profiles: four deep-draft cargo displacement hulls, one ocean-going passenger vessel, and up to two offshore support vessel configurations. All new hull profiles must include CADET-compatible specifications, rudder dimensions, wind sail area calculations, ballast templates, powering and bunkerage consumption data, emissions profiles with exhaust parameters, and wake relationships. The contractor must develop cross-class scaling relationships for powering and emissions applicable across vessel size classes.

The base task must be completed within 240 calendar days from contract award. Optional cargo and passenger vessel tasks allow 70–80 calendar days; offshore support vessel options allow 90 calendar days. Total contract period cannot exceed 395 calendar days, including a 22-day government technical review period. Contractor staff must complete security training including OPSEC, CUI awareness, and suspicious activity reporting within 30 days of award and comply with E-Verify requirements. Questions were due August 19. All questions and proposals must be submitted via email to Bart Dziadosz (bartholomew.dziadosz@usace.army.mil) with copy to David A. Kaplan (David.A.Kaplan@usace.army.mil). NAICS code 541330, Engineering Services. Evaluation weighs Technical Capability as more important than Price. Technical proposals are limited to 15 typed pages plus resumes. Amendment 002 posted answers to questions and amended PWS and Combined Synopsis effective August 28.

Update #3 · Latest ·

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared inaccordance with the information in RFO Subpart 12.2, using Simplified Acquisition Procedures found in RFO Part 12, as supplemented with the additional information included in this notice. This announcement constitutes the onlysolicitation. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.

Background: The U.S. Army Corps of Engineers (USACE) routinely conducts engineering and economic evaluations of coastal deep-draft waterway systems and associated general navigation features (GNFs) which are under Federal authority and jurisdiction.  These evaluations are for programmatic support and implementation of waterway system improvements in addition to justification of future ongoing or subsequent operation and maintenance (O&M).

Description of the Requirement: Review & Update Modeling Relationships and Associated Computerized Applications – CADET, Hull Lines Flexibility, Powering & Emissions Handling, Ballast Templates & Wake Screening Application with Option(s) for Compilation of Additional Hull Profiles. Address addition of selected cargo, passenger and offshore support or assistance hulls. Integrate additional hulls to applications for powering, emissions handling, wake and vessel ballast utilities as well as review for refinement or minor adjustment to subject applications.

ALL QUESTIONS AND PROPOSAL DOCUMENTS MUST BE SUBMITTED VIA EMAIL. NO PHONE CALLS WILL BE ACCEPTED.

See the Combined Synopsis-Solicitation and Performance Work Statement for Additional Information. CMMC does not apply to this procurement.

Amendment 001 is to extend the due date and time for submission of proposals to allow additional time for answers to questions to be posted as an amendment to the solicitation.

Amendment 002 is to post answers to questions, an amended PWS and an amended Combined Synopsis-Solicitation (due date matched to header on this announcement).
