About this file
This is a Combined Synopsis Solicitation issued by the U.S. Army Corps of Engineers, USACE Mission Support Battalion, for engineering services related to naval vessel modeling and analysis applications.
The U.S. Army Corps of Engineers Institution for Water Resources (IWR) seeks comprehensive review, update, and integration of modeling relationships and computerized applications including CADET (Channel Analysis & Design Evaluation Tool), Hull Lines Flexibility, Powering & Emissions Handling, Ballast Templates, and Wake Screening Applications. The requirement includes a mandatory base task (CLIN 0001) for comprehensive review and integration of existing modeling applications across the hull lines library, plus seven optional CLINs for compilation of additional hull profiles: four commercial cargo hulls (CLINs 1001-1004), one ocean-going passenger hull (CLIN 1005), and two offshore support vessels (CLINs 1006-1007). The solicitation is a simplified acquisition using firm-fixed-price contracting. Questions must be submitted by 19 August 2026 at 4:30 p.m. ET, and proposals are due by 3 September 2026 at 4:30 p.m. ET via email only to Mr. Bart Dziadosz (bartholomew.dziadosz@usace.army.mil) with a copy to Contracting Officer Mr. David A. Kaplan (David.A.Kaplan@usace.army.mil). The period of performance is 395 calendar days from contract award, with work to be performed at the offeror's facility.
Evaluation will be based on two factors: Technical Capability (weighted as more important) and Price. Technical proposals are limited to 15 typed pages (excluding cover page, table of contents, and key personnel resumes limited to 2 pages each) and must detail the offeror's approach to PWS requirements and proposed level of effort by labor category per task. Offerors must provide total pricing per task inclusive of indirect rates and profit, hourly rates per labor category, and subtotal costs per labor category. All offerors must be registered in the System for Award Management (SAM) database with current representations and certifications. The Government intends to award without discussions unless clarification is needed. NAICS code is 514330 (Engineering Services).

III. SCHEDULE OF SUPPLIES/SERVICES:
USACE IWR requires services in support analysis of ongoing evaluation of waterway system improvements respective to initial placement and subsequent maintenance costs versus associated economic benefits or return on a life-cycle basis. To support these analytical requirements, USACE employs an array of analytical models and methods which incorporate numerical relationships and input data which must be updated and enhanced on a periodic basis over time. Correspondingly, as new applications are realized for a given model or method, models and input data or information sometimes must also be revised or further developed so that models can address multiple needs or types of analysis, currency of related data, or increased detail made available in an effort to reduce error and uncertainty related to output or estimates and related support for decision making.
The hull lines library serves as the basis for a readily-available library of vessel hull geometries that can be used as primary input for various analytical models or applications such as vessel motion (CADET; Channel Analysis & Design Evaluation Tool for evaluation of vessel vertical motion in the offshore or open ocean approach channel environment) in addition to other applications that can potentially use cross-application format and information or specifications affiliated with hull lines profiles. These additional models in turn serve as generators of input for models and methods for economic and cost analysis of vessel operations which ultimately are used to determine economic benefits and costs of development and ongoing stewardship of
Federally-sponsored waterborne navigation projects. The library needs to be further expanded to include a few or limited number of remaining select hull configurations, for cargo vessels, ocean-going passenger or cruise vessels and potentially a limited range of offshore supply and support hulls.
The Performance Work Statement (PWS) requires the Contractor to complete an overall comprehensive review and reconciliation of hull lines developed to-date and secondary verification and compatibility of functioning of affiliated applications. As the hull lines library is near or approaching completion, buildout and development of additional hulls will primarily constitute optional work efforts to be undertaken subject to priorities for evaluation of changes in the world vessel fleet and availability of Government resources for time, schedule and funding.
Period of Performance:
The period of performance is 395 calendar days from date of contract award.
Place of Performance:
The Offeror’s facility. See the PWS for additional information.
IV. BASIS FOR AWARD
All proposals will be comparatively evaluated in accordance with RFO 12.203 Evaluation.
Evaluation will be based on the factors described below: Technical and Price. Proposals must be submitted using the CLIN structure below in Factor 2 - Price.
See RFO 2.101 and 3.104 3
FACTOR 1 – TECHNICAL:
The Offeror must submit a technical proposal detailing how the Offeror proposes to complete the requirements specified in the PWS. The Offeror must limit their technical proposal to no more than fifteen (15) typed pages. Key personnel resumes are highly encouraged and do not count against the page limitation. Key personnel resumes are limited to no more than 2 pages each. The cover page and any table of contents do not count against the page limitation.
The Government will evaluate the technical proposal to determine their understanding of the technical requirements and will evaluate the Offeror’s level of effort and labor category(ies) proposed to complete the requirements in the PWS. The offeror’s proposal will be evaluated on their ability to demonstrate a feasible management plan for accomplishment of work and services of the magnitude involved in this contract.
Offerors must propose a level of effort per labor category (or person) per task in the
Performance Work Statement. This may be built as a table within MS Word or as a MS
Excel Spreadsheet. This table does not count towards the page limit for Factor 1.
FACTOR 2 – PRICE
The Government will use price analysis to determine the total evaluated price. The price factor will be evaluated for price reasonableness in accordance with RFO 12.203 (a)(3). See also RFO
15.404-1. The price to be analyzed is the total price inclusive of the base and all options.
Contract Line Items: This requirement and associated contract line-item numbers (CLIN) are provided below (also within the PWS):
