About this opportunity

The Defense Counterintelligence and Security Agency (DCSA) issued a Reverse Industry Day (RID) Special Notice on September 8, 2025, focused on TEMPEST Mitigation Technologies & Services. This announcement represents a preliminary information-gathering initiative rather than a formal solicitation. The RID was originally scheduled for October 28-29, 2025, at the Russell Knox Building in Quantico, Virginia, but has been canceled and will be rescheduled once government funding is restored following the current lapse in appropriations. The government emphasizes that this RID does not constitute a commitment to contract and will not result in any guaranteed procurement actions. All costs associated with vendor participation are borne entirely by the interested companies.

The primary objective of this initiative is to gather industry input on emerging and innovative TEMPEST mitigation technologies and services that protect classified and sensitive information from electromagnetic emanations. Vendors were required to submit responses to the accompanying Request for Information (DCSA-RFI-TEMPEST-2025) by October 3, 2025, addressing their company background, TEMPEST experience, technology capabilities, research and development efforts, and interest in participating in the industry day, with responses limited to 20 pages. There are no specific eligibility restrictions; any interested vendor can participate by completing the RID registration form and submitting RFI responses to the designated contracting officers. The initiative focuses on solutions related to Sensitive Compartmented Information Facility (SCIF) accreditation, including advanced shielding materials, mitigation strategies for emerging technologies such as IoT and 5G/6G networks, software-based mitigation techniques, and automated testing solutions. All submitted responses and registrations will be retained by the government and reviewed once appropriations are restored and a continuing resolution is passed.
