About this opportunity
The Defense Counterintelligence and Security Agency (DCSA) issued this Request for Information (RFI) to gather industry input on current and emerging technologies and services for mitigating electromagnetic emanations (TEMPEST) risks to classified and sensitive information. The procurement seeks comprehensive information on SCIF accreditation capabilities, TEMPEST mitigation technologies, advanced shielding materials, software-based mitigation techniques, and emerging solutions for electromagnetic protection. DCSA is conducting early market research to inform future acquisition strategies and requirements related to TEMPEST mitigation. The agency requested detailed company information including capabilities, experience, research and development efforts, integration capabilities, cost estimates, and potential solutions across various technological platforms. RFI responses were originally due October 3, 2025, at 5:00 PM Eastern Time, with submissions limited to 20 pages in PDF format. No specific evaluation criteria were outlined, as this RFI is preliminary market research rather than a formal solicitation with scoring methodology.
This pre-solicitation notice contains no set-aside designation and identifies no incumbent contractors or current award values. The associated Reverse Industry Day, originally scheduled for October 28-29, 2025, at the Russell Knox Building in Quantico, Virginia, has been canceled due to a lapse in appropriations and will be rescheduled once a continuing resolution is passed. All RFI responses and registrations will be held by the government and reviewed after funding is restored; vendors will be notified via SAM.gov and direct email communication once operations resume. No specific contract value or award amount is indicated in this pre-solicitation notice, as the government is still in the market research phase. Interested vendors should contact Voun Chin, DCSA Contract Specialist, or Cindy Hocott, DCSA Contracting Officer, for additional information, though their responsiveness may be limited during the appropriations lapse.
