About this opportunity

The Defense Logistics Agency (DLA) is soliciting proposals for a Reverse Auction Pricing Tool (RAPT), a web-based system that enables government contractors to participate in real-time online auctions to achieve lower pricing. The system must provide worldwide internet accessibility, support multiple DLA Major Subordinate Command realms, accommodate complex multi-line item auctions, and offer 24/7 technical support. Proposals will be evaluated using a best-value trade-off methodology, with Technical Approach Proposal being significantly more important than Past Performance, which is more important than Price. The solicitation requires a comprehensive technical proposal including mock auction demonstrations and detailed system capabilities. Proposals are due by January 21, 2025, with an anticipated contract start date of February 5, 2025.

The contract is set aside exclusively for small businesses under NAICS code 541614 with a size standard of $17.5 million. The procurement includes a 12-month base period with two 12-month option periods, creating a potential total contract duration of 36 months. The place of performance is located in Philadelphia, Pennsylvania, specifically in zip code 19111. Pricing must be submitted as firm-fixed-price, with travel expenses not to exceed $1,300 annually and reimbursed on a time and materials basis. While specific award value is not explicitly stated, the comprehensive requirements suggest a significant investment in developing a robust reverse auction pricing platform for government procurement processes.
