All references to page 113 “proposal that is lowest priced and technically acceptable” are hereby removed.
This award will be Best Value Trade Off.
Page 2 (iv) is hereby updated to read: The North American Industrial Classification System (NAICS) code for this acquisition is 541614 with a size standard of $17.5M. This contract award will be evaluated in accordance with Best Value Trade-off evaluation procedures. Award of this contract will be made on a competitive basis, using Best Value “tradeoff” procedures between Technical Approach Proposal, Past Performance, and Price. In evaluating offers, the Technical Approach Proposal is considered significantly more important than Past Performance. Past Performance is considered more important than Price. The Technical Approach Proposal sub-factors are all of equal importance. Non-Price Factors, when combined, are significantly more important than price. However, as proposals become more equal in merit of Non- Price Factors, price becomes more important. The Government may consider award to other than the lowest priced contractor or other than the highest technically rated contractor.
