About this opportunity
The National Institutes of Health (NIH) Office of Research Services is seeking a small business contractor to provide comprehensive space planning and design services for optimizing workplace environments. The solicitation (75N98025Q00014) requires a consultant to assess current workspaces, document existing conditions, consult with staff, create design recommendations, produce project design files, manage furniture selection and procurement, and coordinate relocations and installations. Proposals will be evaluated based on technical merit, with personnel experience weighted at 45 points, project management capabilities at 35 points, and technical approach at 20 points. The technical factors will be significantly more important than price considerations. Proposals are due by 2:00 PM EST on May 22, 2025, and must be submitted to Isaac Bellamy at Isaac.Bellamy@nih.gov, with a maximum 20-page technical proposal limit.
The contract is a 100% small business set-aside with a NAICS code of 561499 and a size standard of $21.5 million, spanning a base year from July 1, 2025 through June 30, 2026, with two potential one-year option periods extending through June 30, 2028. The place of performance will be in Bethesda, MD, and the contractor will be responsible for supporting NIH's hybrid workplace environment, enhancing office morale, improving productivity, and advancing sustainability and accessibility goals. While specific award values are not explicitly stated, the solicitation indicates flexibility for both Small Business and Women-Owned Small Business (WOSB) classifications. The contractor is expected to have the capability to procure, deliver, and install furnishings, but is not required to be a furniture dealership. The project aims to maximize workspace efficiency, track facilities, identify cost-savings measures, and provide strategic recommendations for long-term space utilization.
