About this file

This document is a Questions and Answers (Q&A) file for Solicitation 75N98025Q00014 for Return to Office Design Services, released on 04/30/2025. The Q&A addresses two key clarification points: first, that the consultant is expected to have the ability to "procure, deliver, and install furnishings" rather than being a furniture dealership, and second, that the solicitation allows for either Small Business or Women-Owned Small Business (WOSB) classification, with firms able to apply under either or both designations. The solicitation is set aside for small businesses and aims to assist the National Institutes of Health (NIH) Office of Research Services with space management, workspace efficiency, facilities tracking, and strategic space utilization recommendations.

Solicitation: 75N98025Q00014 Questions and Answers Released: 04/30/2025

1. Question: Under the Scope of work, there is a bullet point that indicates “Procures, delivers, and installs furnishings”. As a consultant, I would assume this person would be working hand in hand with any dealership to handle these tasks however this verbiage sounds like you looking for an actual furniture dealership to respond to this RFP. Can you advise?

Answers: ORS is not looking for a dealer per se. The consultant is to have the ability to “procure, deliver and install furnishings.”

2. In the solicitation for ‘R -- Return to Office Design Services’ (PDF), both ‘Small Business’ and ‘ Women-Owned Small Business (WOSM) is checked. Can you please clarify if a firm/company with a Small Businesses classification can apply or must the firm/company submitting must have both classifications (Small business and a Women-Owned Small Business)?

Answers: The acquisition can be either or both.
