The Department of Agriculture Agricultural Research Service seeks vegetation removal from a retention pond at its Center for Medical, Agricultural and Veterinary Entomology facility in Gainesville, Florida, with quotes due May 22, 2026, and questions due May 19. Place of performance is 1700 SW 23rd Drive, Gainesville, Florida 32608. The scope requires removal of all vegetation within the retention pond and removal of specified trees and vegetation immediately surrounding the pond perimeter. The pond is approximately 150 feet in diameter and 8 feet below surrounding grade at the bottom. Wet debris may be temporarily piled on-site for removal after drying, with all debris either hauled off-site or mulched on-site. A tracked excavator is necessary to perform the work. The contractor must furnish all necessary personnel, supplies, and equipment. A mandatory site visit is scheduled for May 13, 2026, at 8:00 a.m. EST, with attendance notification due by May 12 at 2:00 p.m. CST to lynn.hults@usda.gov. Equipment may remain on-site during contract performance. No special permitting is required on-site, though the Department of Transportation may regulate transportation of wet debris.

The Government anticipates a firm-fixed price requirements contract awarded to one offeror. Service Contract Labor Standards apply, with prevailing wage for Laborer, Grounds Maintenance at $17.01 per hour. Quotes must be submitted electronically to lynn.hults@usda.gov and include detailed descriptions of capability, relevant experience with government agencies or organizations, and past performance history; quotes offering only the Statement of Work without additional information will not receive consideration. Quoters must be active and registered in SAM.gov at submission and award. Award will be made to the highest technically rated quoter provided their price is determined fair and reasonable and past performance is acceptable or neutral. No tradeoffs between evaluation factors will be conducted.

Questions and Answers.

Q1: Overhead and street views indicate a need to get the surrounding shoreline cleaned up in order to gain access to the retention pond. We have equipment for that, but the steepness of the bank would dictate the use of either a track loader or an excavator to facilitate the job. Would this bid require debris removal to a landfill?

A1: 

  1. A tracked excavator will be necessary to preform the work required. The requirements are as follows.  
  1. Removal of all vegetation in retention pond
  2. Removal of specified trees and vegetation immediately around retention pond
  3. Wet debris may be piled for removal after drying
  4. All debris will either be hauled off site or mulched on site

Q2: Would we be able to leave equipment and trailers at the job site?

A2: Equipment can be left on site during the prefomance of contractual work.

Q3: Is there any special permitting required?

A3: No special permitting is required on site. DOT may regulate the transportation of wet debris.

Q4: What is the approximate pond size (acreage and depth)?

A4: 150’ in diameter and 8’ below surrounding grade at bottom. These are NOT actual dimensions but estimates.

Q5: Are stumps required to be removed as part of tree clearing?

A5: Yes, stumps are to be removed.

Q6: Are there any environmental restrictions or permits required for this work?

A6: No permits are required on site for this work to our knowledge.

Q7: Is there a preferred debris disposal method (mulching on-site vs. hauling off-site)?

A7: No preferred method. The area is to be left tidy with no piles of debris at job completion.

Q8: Are there any site access limitations we should plan for?

A8: No.

Q9: What is the required completion timeframe for the project?

A9: 4 weeks from start of work.

Q10: Does the pond have water in it? Does it need to be pumped to do the job?

A10: We are in an exceptional drought this year. No water is visible right now. As to whether it needs to be pumped to do the job that would be up to the contractor to determine.
