About this opportunity
The Department of the Interior Bureau of Land Management New Mexico Region is conducting a sources-sought market research exercise for restoration and recommissioning of a FICAM-compliant Physical Access Control System (PACS), with responses due July 30, 2026.
Work is performed on-site at the Farmington District Office Building Complex in Farmington, New Mexico. The project addresses a non-operational PACS originally installed in 2021 that has deteriorated due to deferred maintenance, outdated software, expired licensing, and expired maintenance contracts. The system is non-functional in the Main Building, Warehouse, and Ware Yard; the Fire Facility and Fire Barracks remain operational.
Restoration requires comprehensive system assessment; repair or replacement of failed hardware components (estimated 20 percent failure rate) across approximately 36 card readers; upgrade to the latest FICAM-compliant software with proper licensing; integration of Fire Facility and Barracks PACS control into the Main Building; database and access-permissions configuration; functional testing and FICAM compliance verification; on-site training covering operation, troubleshooting, and administration; and complete documentation delivery including system drawings, configuration records, test results, and operations manuals. All replacement components must be FICAM-approved and listed on the GSA APL. The contractor must be certified on platforms such as Lenel, Genetec, AMAG, or equivalent systems and employ qualified technicians.
Contract performance runs one year from award, with work during normal business hours (8 a.m. to 5 p.m., Monday–Friday, excluding government holidays). Key deliverables are due at 20, 50, 75, 80, and 90 days post-award. The contractor must provide a minimum one-year warranty on all labor, parts, and software. Respondents should provide technical qualifications, FICAM-compliance experience, project management capability, past performance, staffing resources, and pricing estimates. This notice functions as market research; formal solicitation will follow on SAM.gov. Solicitation number is 140L1726Q0027.
