About this opportunity
The United States Postal Service Office of Inspector General intends to solicit a firm-fixed-price contract for development and implementation of a comprehensive Responsible Artificial Intelligence Framework, with an RFI due June 17, 2026. No set-aside is anticipated. Work will be performed at USPS OIG Headquarters, designated field offices, and remotely as approved. The selected supplier will design governance structures, controls, and monitoring systems for ethical and compliant AI use across the organization, delivering seven major packages over a twelve-month period: an Ethics & Integrity Package (two months); a People & Culture Package with role-based playbooks and training dashboard (three months); quarterly workforce upskilling reports (90-day intervals); an AI Risk Registry with monitoring procedures (four months); a Use Case Intake System with standardized forms and centralized inventory (six months); a KPI Framework with performance dashboards and drift detection mechanisms (eight months); and a Governance Package establishing AI inventory, Traffic Light Protocol, and updated policies (twelve months). A kick-off meeting is due within one week of contract award. RFI responses must be 10 pages or less, submitted in Microsoft Word or PDF format using Times New Roman 12-point font, and include company profile, GWAC/GSA schedule status, technical capability summaries, and up to three reference contracts with agency names, contract numbers, points of contact, performance dates, and work descriptions. Questions must be submitted in writing to Contracting Officer Farzad Afrasiabi at fafrasiabi@uspsoig.gov by June 10, 2026. RFI respondents may receive preferential consideration for a future RFP; non-responding companies may be precluded from related future competitions. Responses are due by June 17, 2026 at 3:00 PM EDT via email to fafrasiabi@uspsoig.gov and contracts@uspsoig.gov.
