About this file
This is a Request for Information (RFI) issued by the United States Postal Service Office of Inspector General (USPS OIG) seeking market research on supplier capabilities for implementing a Responsible AI Framework.
The USPS OIG requires development and implementation of a comprehensive Responsible AI Framework to ensure artificial intelligence is used ethically, transparently, and compliantly within federal oversight operations. The selected supplier will provide all services, materials, tools, personnel, and expertise necessary to design, document, and support implementation of this framework, with emphasis on strengthening accountability, governance, risk mitigation, and the integrity of AI-enabled oversight activities. The RFI is planning documentation only and does not constitute a formal solicitation. However, responding suppliers may receive preferential consideration for any future Request for Proposal, while non-responding companies may be precluded from participating in related future competitions. The USPS OIG reserves the right to conduct limited competition based on RFI responses and makes no guarantee that RFI respondents will be invited to participate in a future RFP. Responses must be limited to 10 pages or less, submitted in Microsoft Word or PDF format using Times New Roman 12-point font, and clearly marked "For Official Use Only, Releasable to Government Agencies for Evaluation Purposes Only." Required response content includes company profile information, GWAC/GSA schedule status, technical capability summaries, and up to three reference contracts with agency names, contract numbers, points of contact, performance dates, and work descriptions. Questions must be submitted in writing to Contracting Officer Farzad Afrasiabi at fafrasiabi@uspsoig.gov by June 10, 2026, with answers published on SAM.gov. Responses are due by June 17, 2026 at 3:00 PM EDT, submitted via email to fafrasiabi@uspsoig.gov and contracts@uspsoig.gov. The Government assumes no responsibility for costs incurred by industry in responding.

Request for Information
Responsible AI Framework for USPSOIG
UDisclaimer
This is a Request for Information (RFI) and planning ONLY and does not constitute a solicitation. A response to this RFI is necessary to assist the U.S. Postal Service Office of Inspector General (USPS OIG) in determining the potential levels of interest, adequate competition, and technical capability for a potential, but not certain, future solicitation. The OIG may issue a future request for proposal (RFP) only to those
Suppliers that respond to this RFI. Companies not responding to the RFI may be precluded from participating in any future competitions related to this requirement. Additionally, the USPS OIG reserves the right to conduct a limited competition based on the responses received from this RFI, and merely responding will not guarantee an invitation to participate in the potential future RFP. The Government is not responsible for any cost incurred by industry in furnishing this information.
