About this opportunity

The Mission and Installation Contracting Command (MICC) at Fort Eustis, part of the US Army Training and Doctrine Command (TRADOC), is conducting market research to identify potential sources for Respondus 4.0 and LockDown Browser software. The Army seeks a solution to mitigate student cheating by implementing browser and keyboard function locks for digital assessments. Key contract requirements include the ability to create, reuse, and share assessments across the Enterprise Lifelong Learning Center and Army Lifelong Learning Environment, with integration capabilities for platforms like Blackboard, Moodle, Canvas, and Brightspace. Interested firms must submit a two-page response by 10:00 AM ET on March 25, 2025, including company details, contact information, business status, and previous experience with similar requirements. The evaluation will focus on capabilities, certifications, and potential approaches to meeting the Army's assessment management needs.

This is a non-set-aside procurement in the Software Publishers (NAICS 513210) category, with no specific incumbent or current contractor mentioned in the notice. The current vendor for the learning management environment is Blackboard, but the solicitation does not indicate they will be the sole or preferred vendor for this requirement. Respondents must clearly indicate their interest in competing as a prime contractor and outline any potential subcontracting, joint venture, or teaming arrangements. The solicitation emphasizes that this is a Request for Information (RFI) and Sources Sought Notice, which means no proposals will be accepted at this time, and the government is solely conducting market research to understand potential sources and capabilities. Participating firms are not guaranteed future contract opportunities and will not be reimbursed for any costs associated with responding to the RFI.
