Notice of Intent to Award Sole Source Contract
The U.S. Equal Employment Opportunity Commission (EEOC) intends to issue a sole source contract to Sepler & Associates, Inc. located at: 4730 Park Commons Dr. Unit 220, Minneapolis, MN, 55416-5214, United States. The proposed purchase order is for the coordination and oversight of EEOC's Internal Harassment Program, for which the Government intends to solicit and negotiate only with Sepler & Associates, Inc. under authority 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1.
A Justification for Other Than Full and Open Competition has been certified and approved and will be posted within 14 days of award in accordance with FAR 6.305. The applicable North American Industry Classification System Code (NAICS) is 541612, "Human Resources Consulting Services". This procurement is unrestricted. This is not a small business set-aside. Sepler & Associates provides a train-the-trainer session, as well as being the only available source for this information in that it has curriculum that links with the training previously provided to EEOC employees and matching the existing learning environment subject for the EEOC. The agency has determined that this resource is unavailable from any other vendor. Prior to making future contract awards, EEOC intends to conduct market research to determine if this requirement can be satisfied by other sources.
The Government anticipates the award of a firm-fixed-price purchase order with a period of performance not exceeding 12-months. Interested parties may identify their interest and capabilities to respond to the requirement. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotation. EEOC intends to execute a competitive procurement in FY 2020 for a new contract for these services.
The period of performance is from date of award through September 30, 2019.
The closing date for this question is on Friday, March 1, 2019 at 2:00pm (eastern standard time).
