STATEMENT OF WORK

Workplace Civility/Anti-Harassment Training for EEOC Employees

Office of the Chief Human Capital Officer

I. Introduction and Background

The U.S. Equal Employment Opportunity Commission (EEOC) is charged with the administration, interpretation and enforcement of federal laws prohibiting employment discrimination. The Agency employs approximately 2,200 employees at 53 locations nationwide which are organized into 15 district offices that include field, area and local offices and one Headquarters location in Washington, DC.

On June 20, 2016 Commissioners Chai R. Feldblum and Acting Chair Victoria A. Lipnic released their Report on Harassment Prevention. The Report recommended that employers conduct anti-harassment compliance training for employees with additional training for managers and supervisors on how to respond to harassing conduct in the workplace. The report also directed employers to consider workplace civility training as part of a holistic harassment prevention program. As a federal employer, the EEOC is required to conduct this training for its own workforce and leadership team.

The Office of the Chief Human Capital Officer is responsible for the coordination and oversight of the EEOC’s internal Harassment program. This includes training all EEOC employees on how to recognize and report harassment in the workplace.

II. Scope of Work

Training Requirements

1) The contractor will deliver in person training to all Senior Executives, managers, supervisors and non-supervisory staff in the identified localities on anti-harassment compliance and workplace civility.

2) The session in Washington DC will focus exclusively on the duties of supervisors and managers to create a civil workplace in the Equal Employment Opportunity Commission, and on their responsibilities to ensure all employees understand their rights and protections in a workplace free of harassment.

3) The sessions in the following 12 Districts will train managers in those District offices on their responsibilities in the workplace and will provide them with the tools they require to proactively create a civil, respectful, and harassment-free workplace:

a. Atlanta, Birmingham, Charlotte, Dallas, Houston, Indianapolis, Los Angeles, Memphis, New York, Phoenix, San Francisco, and St. Louis

The training will give managers and supervisors easy to understand and realistic methods for identifying and dealing with harassment conduct that they observe or that is reported to them. The module will stress the affirmative duties of all supervisors to respond to harassing behavior, even in the absence of a complaint and the consequences of failing to do so.

4) The vendor will also conduct training for non-supervisory staff in the District Offices identified, which will clarify what conduct is and is not acceptable in the workplace. It will focus on workplace norms and establish clear expectations of civility and respect across the EEOC. It will also educate employees about their rights and responsibilities if they experience or witness conduct that is not acceptable in the workplace, including how to report harassing conduct and the right to be free from retaliation. The training will also explain how the EEOC’s formal complaint process operates and will include a skills-based component, focused on interpersonal skills and conflict resolution.
