About this opportunity

The Defense Advanced Research Projects Agency Defense Sciences Office is soliciting innovative basic or applied research concepts in accelerated materials testing and prediction for concrete under its Resilient Disruption Opportunity, with abstracts due September 9, 2026, at 4:00 p.m. ET and full proposals due October 19, 2026, at 4:00 p.m. ET. Awards will be made as Other Transaction for Prototype Agreements with no set-aside restriction.

The combined Phase 1 base and Phase 2 option award ceiling is $2,000,000, with Phase 1 not to exceed $1,000,000 and Phase 2 not to exceed $1,000,000, inclusive of government funding and any performer cost share. Each phase runs 12 months, with program start December 18, 2026.

The procurement requires development of two integrated components: a Scalability Model, a physics-informed multi-scale modeling framework predicting micro-scale damage evolution into macro-scale structural failure, and a Material Accelerator, a portable physical testing platform achieving greater than 1,000x acceleration of concrete aging. The Material Accelerator system must be transportable using standard light-duty vehicles with Gross Vehicle Weight Rating of 10,000 pounds or less, enabling testing across diverse U.S. climates. Phase 1 targets greater than 100x acceleration with 25% predictive accuracy for time-to-failure and 15% morphological accuracy; Phase 2 targets greater than 1,000x acceleration with 10% and 5% accuracy metrics respectively across at least four material-environment combinations.

Performers must contribute historical concrete degradation data to a government-aggregated federated database. The program includes 13 fixed payable milestones with in-person Principal Investigator meetings required at months 6, 12, and 24. CMMC Level 1 certification is required for prime performers and subcontractors processing Federal Contract Information. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Amendment 1, posted September 4, 2026, revised the cost buildup workbook template; all other solicitation content remains substantively unchanged from the original posting of August 20, 2026.

Notice text

The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is issuing a Disruption Opportunity (DO), inviting submissions of innovative basic or applied research concepts in the technical domain of accelerated materials testing and prediction for concrete. This DO is issued under the Program Announcement for Disruptioneering, DARPA-PA-25-07 Amendment 1. All awards will be made in the form of an “Disruptioneering – Other Transaction for Prototype Agreement SAMPLE” (DO OT Sample) project. The total award value for the combined Phase 1 (base, not to exceed $1,000,000) and Phase 2 (option, not to exceed $1,000,000) is limited to $2,000,000. This total award value includes Government funding and performer cost share if required or proposed.
