About this opportunity

The Department of Justice Bureau of Prisons seeks to contract for Residential Reentry Center (RRC) and Home Confinement (HC) services located within Spokane County, Washington, with proposals due June 4, 2026, at 2:00 PM ET. Amendment 001, issued May 18, 2026, extended the proposal deadline and incorporated the updated DOL Wage Determination 2015-5537 Revision 28 (effective May 13, 2026).

Place of performance is Spokane, Washington, with home confinement services extending up to 200 miles from the RRC facility. The contract is firm fixed-price, indefinite-delivery/indefinite-quantity with a one-year base period and four one-year option periods, for a total potential duration of five years. The contractor must be operational and ready for performance within 120 days of contract award.

The facility must provide 45 total in-house beds (40 male, 5 female), with pricing structured on tiered Average Daily Population (ADP) levels. For in-house RRC services, a fixed monthly rate applies for ADP of 18 or fewer offenders (guaranteed minimum 18), with separate daily rates for ADP 19–27, 28–36, and 37 or more (estimated maximum 45). For home confinement, a fixed monthly rate applies for ADP of 10 or fewer (guaranteed minimum 10), with separate daily rates for ADP 11–15, 16–20, and 21 or more (estimated maximum 25 placements).

The contractor must provide 24/7 staffing with trained employees, including a Facility Director holding a four-year degree with supervisory experience, Case Managers at one per 30 residents, and Employment Placement Specialists. The facility must meet NFPA life safety codes, electrical safety standards, and FDA Food Code requirements, with minimum 25 square feet of unencumbered sleeping space per resident and gender-separated bathing and toilet facilities.

Evaluation criteria weight past performance most heavily, followed by technical and management capabilities (site location, accountability, programs, facility, personnel, and home confinement services), with price as least important. Proposals must be submitted in three separate volumes: technical/management, business (including pricing), and past performance (not exceeding 15 pages total). Prevailing wage rates under Wage Determination 2015-5537 Rev. 28 range from $14.45 to $64.46 per hour by occupational classification, with fringe benefits including health and welfare compensation of $5.55 per hour, paid vacation, and eleven paid holidays annually. The contractor must enroll in E-Verify within 30 calendar days of award if not already enrolled. The NAICS code is 623990, Other Residential Care Facilities; PSC is G004, Social Rehabilitation.
