About this opportunity

The Department of State Office of Acquisition Management seeks qualified contractors for the Residential Generator Managing System (RGMS) to procure residential standby generators, compatible Automatic Transfer Switches (ATS), and associated accessories for delivery to U.S. Government locations domestically and overseas. The anticipated contract will be structured as one or more Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) agreements with Firm-Fixed-Price Task Orders. Key requirements include procuring equipment to government technical specifications, preparing equipment for export and international shipment, coordinating freight forwarding services, providing export and commercial shipping documentation, and delivering to designated locations; notably, installation, commissioning, inspection, and testing services are explicitly excluded from scope. Prospective contractors must demonstrate relevant experience over the past five years, logistics and export compliance capabilities, and maintain active registration in the System for Award Management (SAM). The deadline for responses to this Sources Sought Notice is April 6, 2026, at 2:00 PM EST, with submissions directed to Mr. Ryan K. Peterson at PetersonRK@state.gov, and responses must not exceed ten pages.

This Pre-Solicitation is set aside for Total Small Business and is limited to contractors meeting SBA size standards under NAICS Code 238210 (Electrical Contractors and Other Wiring Installation Contractors). No incumbent contractors or current contract values are identified in this market research notice. Prospective small businesses must provide company information, UEI and SAM registration confirmation, small business certification documentation, and evidence of past performance and export compliance capabilities in their submissions. The government will not commit to award a contract based on this market research notice and will not reimburse response preparation costs. While specific award values and quantity requirements are not disclosed in this pre-solicitation notice, interested contractors should prepare to compete for what may become multiple IDIQ contracts supporting the State Department's overseas operations.
