About this opportunity

The Department of State US Embassy Canberra seeks residential bathroom renovation and drainage upgrades at a U.S. Government-owned property in Harman, ACT 2600, Australia, with proposals due September 22, 2026. No set-aside applies.

The scope includes rehabilitation of bathroom, toilet, and powder room areas (18 square meters) and associated drainage and plumbing systems to address identified deficiencies, rectify end-of-life building services, and restore wet areas to current functional, safety, and building standards. Work encompasses replacement of deteriorated finishes, fixtures, and infrastructure; upgrade of sub-surface drainage and slab elements where required due to existing failures; and modifications to accommodate new services, drainage upgrades, or fixture replacement. The scope excludes structural modifications to the dwelling or changes to overall building layout except where alterations are required for new services. Specific work at 31 Couvreur Street includes installation of new 50mm waste drains, 100mm uPVC sewer drain systems, and modifications to hot water service connections. The contractor must verify and permanently rectify drainage conditions where the shower-to-sewer connection previously collapsed prior to Christmas 2025. Contractors must be prepared to encounter unforeseen conditions such as undisclosed brick walls, structural obstacles, water damage, or mold; discovery items require immediate government notification, work pause on affected areas, and cost and schedule impact estimates before proceeding with additional work.

Anticipated contract value ranges between $60,000 and $80,000 USD. The contract period is 75 days from notice to proceed, with commencement within 10 calendar days of award. Liquidated damages are $600 AUD or 1% of project award total per day for delays. A mandatory site visit occurred August 6, 2026, with an additional site visit on September 14, 2026.

Award is made to the lowest-priced, acceptable, responsible quoter based on compliance with RFQ terms and FAR 9.1 responsibility criteria. Offerors must hold three years of construction experience in Australia, possess necessary licenses and permits, and provide general liability insurance of $10,000,000 AUD per occurrence naming the United States of America as additional insured. Offerors must register in SAM with a valid UEI prior to submission. NAICS code is 236118, Residential Remodelers; PSC is C1FA.

Amendment 0003 (posted September 20, 2026) extended the deadline to September 22, 2026, at 4:00 PM AEST and provided answers to six vendor questions from the site visit. Amendment 0002 (posted September 8, 2026) extended the deadline by two weeks and scheduled the additional site visit. Amendment 0001 (posted August 10, 2026) updated Attachment 1 with revised site bathroom and drainage plans.
