About this file

This is Amendment 0003 to Solicitation RFQ19AS2026Q0025 for residential bathroom and drainage renovation services at the US Embassy Canberra. The amendment extends the solicitation deadline to Tuesday, September 22, 2026, at 4:00 PM AEST and provides answers to six vendor questions posed during a site visit. The solicitation was originally issued September 21, 2026, by the US Embassy Canberra General Services Office and is administered under Purchase Requisition PR16102246.

Key clarifications from the questions and answers include: the contractor will be responsible for verifying and permanently rectifying drainage conditions where the shower-to-sewer connection previously collapsed prior to Christmas 2025; bathroom fixtures and fittings should match existing installations as closely as practicable but do not require exact brand matching; the new shower enclosure must be fully framed; the contractor must perform its own site verification for the sunken shower base with no additional historical information available; replacement tiles damaged by required drainage work must be matched as closely as possible to existing tiles with COR approval, though exact matches may not be commercially available; and replacement of the existing Rinnai hot water unit is not included in the current scope of work. The amendment also advises contractors of the possibility of encountering unforeseen conditions such as undisclosed brick walls, structural obstacles, water damage, or mold during execution. Contractors are required to immediately notify the government, pause work on affected areas, and provide cost and schedule impact estimates if discovery items are encountered, with formal modifications required before proceeding with any additional work.

DESCRIPTION OF AMENDMENT/MODIFICATION

This Amendment to Solicitation No. RFQ19AS2026Q0025, Residential Bathroom and Drainage Renovation, is issued to answer questions that were asked at the site visit:

Q1. Could you please provide the history of the recurring blockage issues affecting the shower/bathroom drainage?

A2. Prior to Christmas 2025, recurring drainage blockages were experienced within the shower/bathroom area. Subsequent investigation identified that the drainage connection between the shower and the sewer line had collapsed and/or failed.

A temporary repair was undertaken to maintain limited use of the shower and bathroom until the residence became vacant and a permanent repair could be completed. The awarded contractor will be responsible for verifying the existing drainage conditions and completing the permanent rectification in accordance with the SOW, applicable requirements and council permits.

Q2. Bathroom Fixtures and Fittings: Will the Embassy accept standard builder-range Caroma fixtures, or are Grohe products required to match the existing fixtures?

A2. Fixtures and fittings should match the existing installation as closely as practicable in terms of type, appearance, functionality, and quality. An exact brand match is not necessarily required unless specifically identified in the SOW.

Prior to procurement and installation, the awarded contractor shall submit proposed product data, specifications, and samples, as applicable, to the COR for review and approval.

Q3. Will the new shower enclosure be fully framed or semi-frameless?

A3. The shower enclosure shall be fully framed.

Q4. Sunken Shower Base: Could you please provide photographs or background information regarding previous repair works undertaken to the sunken shower base?

A4. No additional photographs or historical repair information are currently available. As discussed and identified in the SOW, the awarded contractor shall undertake its own verification of existing site conditions prior to commencing the relevant works. Any concealed conditions identified following demolition or opening-up works shall be documented and brought to the COR’s attention before proceeding with work outside the contracted scope.

Q5. Bathroom Drainage and Tiles: As the bathroom is constructed on an infill slab with no under-house access, the proposed drainage works may require cutting into the existing slab. As the existing floor tiles within adjacent areas may no longer be available, will the Embassy accept closely matching replacement tiles for any required patching?

A5.The laundry and rumpus-room drainage is only required to be tied into the new bathroom drainage system, as applicable; these areas were not identified as being affected by the original shower blockage.

Where existing tiles must be removed or are damaged as a direct result of the required drainage works, the contractor shall make good the affected areas. The Government understands that an exact like-for-like match to the existing walkway tiles may not be commercially available. Where an exact match cannot be sourced, the awarded contractor shall submit samples of the closest available match for COR approval prior to installation. Replacement tiles should, as far as practicable, match the existing tiles in dimensions, profile, finish, colour, pattern, and overall appearance. The final selection shall be subject to COR approval.

The awarded contractor remains responsible for verifying existing conditions and determining an appropriate, code-compliant methodology for completing the drainage works in accordance with the

SOW.

Q6. Hot Water Unit: Should the contractor include replacement of the existing Rinnai hot water unit, or should an inspection allowance be included with any subsequent replacement handled as a variation?

A6. Replacement of the existing Rinnai hot water unit is not required and is not included in the current SOW.

“DISCOVERY”

Please be advised that there is a possibility of encountering unforeseen conditions ("Discovery") once work begins, which may include but are not limited to:

• Brick walls or other masonry not indicated in the original scope

• Structural obstacles (e.g., load-bearing elements, water damage, or mold)

• Other concealed conditions not identifiable during the initial site assessment

Should any such conditions be discovered, they may affect the project's cost, schedule, or scope of work. In that event, we will need to process a formal modification to the existing order before proceeding with any additional work tied to these conditions.

We ask that you:

1. Notify us immediately if any unforeseen conditions are discovered during the course of work.

2. Pause work on the affected area until a modification is reviewed and approved.

3. Provide a cost and schedule impact estimate for our review as part of the modification request.

We appreciate your diligence in flagging these issues promptly so we can keep the project on track and ensure all changes are properly documented and approved. Please let us know if you have any questions or need to discuss this further.

13. THIS ITEM APPLIES ONLY TO MODIFICATIONS OF CONTRACTS/ORDERS. IT MODIFIES THE CONTRACT/ORDER NUMBER AS DESCRIBED IN ITEM 14.
