About this opportunity
The Defense Health Agency has published a Special Notice regarding the procurement of Residency Management Suite Software and Maintenance for the 59th Medical Wing at Joint Base San Antonio, Texas. This notice announces the agency's intent to sole source the contract to Qgenda, LLC, the proprietor of the specialized software system. The estimated contract value is $97,000 for a 12-month period, with award anticipated by December 31, 2025. The Defense Health Agency is accepting capability statements from responsible sources that may demonstrate alternative solutions or capabilities. The opportunity falls under the Custom Computer Programming Services NAICS category and is classified as IT and Telecom Business Application/Application Development Software as a Service under PSC code DA10.
The Residency Management Suite Software serves as a centralized data warehouse that consolidates program and resident information, enabling users to complete multiple administrative tasks through a single web-based interface. The software is critical to Brook Army Medical Center (BAMC) and Wilford Hall Ambulatory Service Center (WHASC) in maintaining compliance with Accreditation Council Graduate Medical Education (ACGME) accrediting requirements across 36 Graduate Medical Education programs and 22 Graduate Allied Health programs, supporting over 700 residents and fellows annually. Interested contractors must submit capability statements by 4:00 p.m. Central Time on December 19, 2025, to the Contracting Officer Ms. Rebecca Quint and contract specialists Ms. Khaireyal Barcia and Mr. Matthew Brinkmann at their designated email addresses. The historical data accessible through the platform are essential for maintaining accreditation, and loss of the software would result in the military medical community losing approximately 300 annual graduates otherwise available for operational forces.
Notice text
INTENT TO SOLE SOURCE: RESIDENCY MANAGEMENT SUITE SOFTWARE
This is a notice of intent to sole source. The 59th Medical Wing (Joint Base San Antonio, TX) has a need for specific, proprietary software, entitled Residency Management Suite. This software unifies program and resident information into a centralized data warehouse. It allows users to complete tasks historically performed using multiple, incompatible methods through a web-based interface. Use of this software supports Brook Army Medical Center (BAMC) and Wilford Hall Ambulatory Service Center (WHASC) in meeting Accreditation Council Graduate Medical Education (ACGME) accrediting body requirements and track compliance of 36 Graduate Medical Education (GME) and 22 Graduate Allied Health programs, with over 700 residents and fellows annually. This product provides accreditation tracking tools both at the program and institutional level as well as complex GME work hours tracking, evaluations, etc. that are needed for accreditation. Importantly, the historical data available through the web-based platform are critical to continuation of accreditation. Without licenses for this software, the military medical community would experience a loss of over 300 graduates per year that would otherwise go to serve operational forces. As a result of the nature of this requirement, there is an intent to sole source to Qgenda, LLC for a period of 12 months from the date of award. The estimated value of this action is $97,000, and award is anticipated by 31 December 2025.
Responsible sources may submit a capability statement, which shall considered by the Defense Health Agency (DHA). Any responses to this notice must be submitted by 4:00 pm CT on 19 December 2025 to the Contracting Officer, Ms. Rebecca Quint, rebecca.d.quint.civ@health.mil with a copy to the contract specialists, Ms. Khaireyal Barcia (khaireyal.y.barcia.civ@health.mil) and Mr. Matthew Brinkmann (matthew.j.brinkmann.civ@health.mil). Earlier responses are appreciated.
