About this opportunity
The U.S. Geological Survey Office of Acquisitions and Grants seeks aluminum hull bottom plating repairs to the Government-owned research vessel R/V Parke Snavely, a 2008 Armstrong 34' aluminum catamaran, with quotations due August 31, 2026 at 5:00 p.m. Pacific Daylight Time. This is a total small business set-aside (NAICS 336611, small business size standard 1,300 employees).
Place of performance is the USGS Marine Facility yard in Santa Cruz, California. The vessel requires removal of corroded sections concentrated in the starboard engine bay and adjacent forward compartment resulting from epoxy coating failure. The scope includes removal of four 52-inch by 8-inch panels and four 26-inch by 8-inch panels (approximately 17.3 square feet total) and installation of new 5086 aluminum replacement plating using full-penetration welding with appropriate alloy wire and shielding gas, with heat-distortion control measures. Period of performance is September 7 through December 1, 2026. The contractor must provide all labor, supervision, materials, tools, equipment, transportation, welding consumables, safety equipment, permits, inspections, documentation, warranty, and incidental services on an all-or-none, firm-fixed-price basis.
Quoters must submit one example of comparable structural aluminum vessel hull repair or similar marine aluminum welding work and include proposed welding process, filler material, key personnel qualifications, relevant experience, performance schedule, any subcontractors, warranty information, UEI, and assumptions or exceptions. Evaluation factors—Technical Capability, Relevant Experience, and Schedule—are rated acceptable/unacceptable; award is made to the lowest-priced quotation rated acceptable on all non-price factors. Contractors must maintain liability insurance with workers' compensation ($100,000 employer's liability minimum), comprehensive general liability ($500,000 per occurrence), and automobile liability ($200,000 per person; $500,000 per occurrence bodily injury; $20,000 per occurrence property damage). A mandatory site visit is August 7, 2026, 1:00 p.m.–2:00 p.m. Pacific Time; RSVP required to joel_berberena@ios.doi.gov.
