About this file
This Request for Quotation (RFQ) is issued by the U.S. Geological Survey (USGS) Pacific Coastal and Marine Science Center for aluminum hull bottom plating repairs to the Government-owned research vessel R/V Parke Snavely, a 2008 Armstrong 34' aluminum catamaran. The vessel requires repairs due to corrosion and pitting concentrated primarily in the starboard engine bay and adjacent forward compartment, resulting from epoxy coating failure. The contractor must provide all labor, supervision, materials, tools, equipment, transportation, welding consumables, safety equipment, permits, inspections, documentation, warranty, and incidental services to complete the repairs on-site in Santa Cruz, California at the USGS Marine Facility yard. The scope includes removal of corroded sections (four 52-inch by 8-inch panels and four 26-inch by 8-inch panels, totaling approximately 17.3 square feet) and installation of new 5086 aluminum replacement plating using full-penetration welding with appropriate alloy wire and shielding gas, with heat-distortion control measures. The period of performance is August 17, 2026 to September 17, 2026, and quotations are due by August 6, 2026 at 5:00 p.m. Pacific Daylight Time, submitted via email to Contracting Officer Joel Berberena at joel_berberena@ios.doi.gov.
This is a total small business set-aside under NAICS Code 336611 (Ship Building and Repairing) with a small business size standard of 1,300 employees. The Government anticipates award of one firm-fixed-price contract on an all-or-none basis, with partial quotations not accepted. Quotations must remain valid for a minimum of 30 calendar days after the due date and include the proposed welding process, filler material, key personnel qualifications, relevant aluminum vessel-repair experience, performance schedule, any subcontractors, warranty information, the quoter's Unique Entity Identifier (UEI), and assumptions or exceptions to requirements. Evaluation factors include Technical Capability, Relevant Experience, and Schedule (all rated acceptable/unacceptable), with award made to the lowest-priced quotation rated acceptable on all non-price factors. The quoter must provide at least one example of comparable structural aluminum vessel hull repair or similar marine aluminum welding work. Contractors must maintain liability insurance including workers' compensation ($100,000 employer's liability minimum), comprehensive general liability ($500,000 per occurrence), and automobile liability ($200,000 per person; $500,000 per occurrence for bodily injury; $20,000 per occurrence for property damage). Payment requests must be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform System (IPP), and site visits are available on July 29, 2026 at 9:00 a.m. or July 30, 2026 at 12:00 p.m. Pacific Time, requiring RSVP by July 28, 2026 at 12:00 p.m.

STATEMENT OF WORK (SOW)
1. Background
The U.S. Geological Survey (USGS) vessel R/V Parke Snavely, a 2008 Armstrong 34' aluminum catamaran, requires hull plating repairs due to corrosion and pitting concentrated primarily in the starboard engine bay and adjacent forward compartment. Corrosion resulted from epoxy coating failure, which trapped salts between the coating and the aluminum plating. The port engine bay exhibits limited pitting, and the transom shows no signs of damage. The vessel is currently on the hard in Santa Cruz, CA, with trailer repairs ongoing, limiting mobility for offsite work. Timely repairs are essential to restore the hull’s structural integrity and return the vessel to safe operational status in support of USGS coastal and offshore research operations.
2. Scope of Work
The Contractor shall provide all labor, supervision, materials, tools, equipment, transportation, and incidentals required to complete the hull plating repairs. All work must follow aluminum vessel repair best practices and the procedures detailed in this SOW. No repairs outside this
SOW may be carried out without written authorization from the Contracting Officer.
3. Required Tasks
A. Removal of Corroded Plating The Contractor shall remove corroded or pitted hull sections located in the main engine bays and forward starboard compartment. This includes four 52-inch by 8-inch panels and four 26-inch by 8-inch panels, totaling approximately 17.3 square feet.
B. Installation of New Aluminum Plating Replacement plating shall be fabricated from 5086 aluminum. Replacement plating shall match the thickness of the existing original hull plating unless otherwise approved in writing by the Contracting Officer.
Plates shall be beveled, tacked flush, and full-penetration welded using appropriate alloy wire and shielding gas. To minimize heat-related distortion, only one linear section shall be replaced at a time.
C. Inspection & Documentation The Contractor shall inspect adjacent hull areas for corrosion, document repairs, maintain photographic evidence of removed and replaced sections, and compile an itemized materials and work summary. Additional repairs discovered must be documented and submitted for review before proceeding.
4. Materials and Replacement Parts
All new materials must be marine-grade and suitable for aluminum‑hulled vessels. OEM-equivalent materials must be used unless alternatives receive prior approval. Removed materials shall be retained until final acceptance.
5. Deliverables
The Contractor shall provide a final repair report, photographs, and warranty documentation.
6. Inspection and Acceptance
Government inspection and acceptance will occur after all repairs and documentation are complete and satisfactory.
7. Schedule
Within period of performance.
8. Warranty
The Contractor shall provide a standard commercial warranty for all materials and workmanship.
9. Place of Performance
All work shall be performed on-site in Santa Cruz, California at the USGS Marine Facility yard.
