To clarify information contained in the Synopsis and in the Industry Day Presentation, the following milestone dates are hereby revised:

1. The deadline for questions and comments related to the DRAFT Request For Proposals (RFP) is hereby revised to be March 13, 2018. 

2. The Government will not be obligated to respond to any questions or comments received after March 13, 2018. 

3. There will be an additional opportunity to submit questions, which will be stated in the final RFP once issued.

4. The anticipated release date of the final RFP still remains on or about April, 02, 2018.

The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) intends to issue a Request for Proposal (RFP) 80GRC018R0009 for the construction of a newly designed Research Support Building (RSB). The RSB will be approximately 64,000 square feet in overall size and will house approximately 164 occupants. The building will be constructed on the site of the previously demolished Building 21 on the GRC campus. The new two story steel structure contains open office areas; private offices; conference and work rooms; training rooms, collaborative engineering rooms; collaboration work spaces with light wells; a cafeteria with supporting kitchen and dining spaces; and typical support spaces. The interiors are consistent with modern open office architecture. The exterior is clad in painted metal panels and transparent glazing curtain wall systems. Support facility construction includes, but is not limited to: the removal of existing paved surfaces; removal of certain underground utilities; site preparation; caissons for foundation support; curbs and roadways; parking areas; pedestrian walkways; landscaping. Supporting utilities to the site include the extension of potable water; non potable chilled water from an existing chilled water plant; high pressure steam; natural gas; sanitary and storm sewers; high voltage electrical cable through existing manhole and new underground duct bank; communications cabling through existing and new communications duct banks and manholes. This project is required to be LEED Silver Certifiable under the USGBC LEED-NC version 2009 Rating System.

PERIOD OF PERFORMANCE:
The Period of Performance is 640 calendar days from First Notice to Proceed.


TYPE OF CONTRACT AND NAICS:
This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industry Classification System (NAICS) code is 236220-Commercial and Institutional Building Construction, with size standard of $36,500,000.


TYPE OF SET-ASIDE: This acquisition will be a Full & Open competitive procurement (Unrestricted).


CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204(f), the magnitude of this construction project is anticipated to be over $10,000,000.


SELECTION PROCESS: The proposals will be evaluated using a Best Value source selection process-specifically, the Price Performance Tradeoff Process (PPTO).


DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest.
ANTICIPATED SOLICITATION RELEASE DATE:
The Government anticipates releasing the Draft RFP on or about February 20, 2018 with an approximate closing date on or about March 20, 2018. The Government anticipates releasing the final RFP on or about April 02, 2018 with an approximate closing date of May 10, 2018. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted.


INDUSTRY DAY:
Industry Day for the RSB Construction Procurement will be held on Thursday, March 01, 2018 at the Ohio Aerospace Institute (OAI) located at 22800 Cedar Point Rd, Cleveland, OH 44142.
Schedule:
9:30am - 10:00am - Sign-in
10:00 to 11:30pm - Presentation of the Design and Solicitation
12:30pm to 5:00pm - 30 Minute One-on-One Meetings


All questions will be answered at the conference or in writing at a later time. All publicly available materials distributed at the Industry Day will be made available to all potential offerors at www.fbo.gov.


Thirty minute one-on-one meetings will be made available to Interested Offerors during Industry Day only to discuss any questions or clarifications on the draft RFP. Copies of the Industry Day agenda, charts, and a list of attendees will be posted to the FEDBIZOPPS website.
Attendance at the Industry Day is neither required nor a prerequisite for proposal submission, and will not be considered in the evaluation. There is a limit of two (2) persons per Offeror, including on-site contractors. Interested Offerors that would like to attend the Industry Day must complete and submit the attached registration form by 4:00pm Local Time on February 26, 2018. Email the completed registration form to the attention of Scott D. Haumesser (scott.d.haumesser@nasa.gov). Use the subject line: "RSB Industry Day Attendees" in the email. Please identify any special requirements that an attendee might have - such as the need for wheelchair access or a signer for the deaf. Please check the appropriate box on the form to request a one-on-one meeting with the RSB Team.

Written questions of a technical or contractual nature resulting from the Industry Day shall be submitted to scott.d.haumesser@nasa.gov. Telephone inquiries are NOT acceptable. The deadline for the submission of written questions is March 8, 2018.

Offerors shall have and shall maintain an active registration in the following database:


System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
