Amendment #02 to Solicitation Number 80GRC018R0009 Research Support Building
Questions and Answers
Question # Question Answer
Per RFP: It is called out that the GC is required to Self‐Perform 15% of the work. If this is required, is it based on labor & material or just labor?
The Contractor shall self‐perform 15% of the work per RFP Clause H.7. To clarify, the Contractor shall perform on the site, with its own organization, at least 15 percent of the total physical labor hours required for construction of the project. Materials, general conditions, supervision, overhead, and profit shall not be included in this calculation.
Per the RFP the total construction timeframe has been revised to 450 days, however the Implementation plan then takes the options as adding specific timeframe (days) to this timerame.
As stated in Clause B.6, complete the entire work ready for use within 450 calendar days after the first Notice to Proceed is issued. Any Options exercised after Award of Contract shall increase the period of performance of this contract in accordance with Clause F.3. Period of Performance. Clause F.3 and the Implementation Plan (Appendix A to Attachment A‐Specifications) both state the increases to the period of performance for each Option.
Are unit prices for caisson excavation to include possible additional reinforcing steel and concrete? Provide clarification on how possible unit costs are to be qualified as caisson excavation is LF cost, concrete is cubic yardage and reinforcing is per ton?
The unit prices for additional caisson installation should be a per linear foot cost for extending the caisson beyond the depth indicated on the construction documents. The Unit Price shall account for all additional material and labor required the extend the caisson, including additional excavation, concrete, and reinforcing steel as specified in the structural details shown on the construction package.
Specifications, Appendix I / special inspections. The geotechnical deep foundation "scope" is not checked off. Is this correct or are these inspections to be included under these insepctions?
Special inspections are required for the Caissons. Item 'T. Geotechnical ‐ Cast in Place Deep Foundation Elements Section' is required.
Specifications 07 14 00 Fluid Applied Waterproofing ‐ Pavers: Provide verification if sand is to be installed between pavers? If sand is to be utilized, provide specification
Sand is to be utilized. Polymetric sand‐filled joints are required between pavers.
6 Specification Div 08 60 45 / Skylight: Provide skylight systems basis of design Basis of Design for skylight systems is Wasco Products, Inc. ‐ Pinnacle 900.
Specification Div 09 29 00 98 / Drywall: Drywall finishing is called out as level 5 throughout. Are there interior rooms or rooms which have applied finishes (tile / wall protection) or no exterior light have level 4 finishes?
Service related rooms may have a level 4 finish. These include: Receiving, Mechanical, Electrical, Data, Telephone Central Office, Storage, Janitor, Elevator Machine, Kitchen, and Restrooms.
Specification 09 72 00 / 3.2.2 & Sheet I‐601: Provide specification for corner gaurds including leg size, color, mfgr., corner guard hgt. Detail calls for painted finish. Is this factory applied or field painted? If factory painted is the finish to be kynar finish?
These corner guards are typical gypsum board corner trims. Aluminum material, 1‐1/4" legs, full‐height of wall, taped, mudded and field painted.
Specifications 09 72 00 ‐ 09 90 00.00 98 ‐ 09 96 00: Specify required attic stock for any specific material which will be required to have attic stock. Will this be stored in the building, if not, is it the contractors job to relocate attic stock to another location onsite?
Attic stock shall be provided for every type and color of carpet tile. The Contractor shall place the attic stock in a location within the Research Support Building (RSB) determined by NASA. NASA will be responsible for transporting this material from RSB to its final storage location in an adjacent building.
Specification 09 96 00 / 2.3: Provide location of components which require application of Thermal Break Coatings Systems.
See Section 2 on drawing A‐402 for location of components which require application of Thermal Break Coatings Systems. The hatched area with a note at column line 'BB' shows the extent of this Thermal Break Coating System. It only occurs along this column line 'BB' at all exposed steel penetrations.
11 Specification 10 44 16: Fire extinguisher cabinets / Provide cabinet basis of design
FEC‐1 basis of design (BOD) is ACTIVAR Amassador # 8114. FEC‐2 basis of design is ACTIVAR Amabassador #8117.
FEC‐3 basis of design is ACTIVAR Amabassador #8113. Doors are to have full tempered glazing. Cabinets and doors to have white powder‐coat finish. Refer to drawing G‐001 for FEC types and locations. Fire extinguisher cabinets located in work rooms 104A, 106A, 204A and 206A to be FEC‐2 in lieu of FEC‐1 per drawing G‐001.
12 Specification 10 22 19: Demountable partition BOD To the extent that this question is asking for the Demountable partition BOD, it is Technion Focus ‐ See drawing I‐ 603.
Bid options #1 & #7 are multiple trade options, however a "line of demarcation" between base bid and the option.
Will this be clearly identified in the final plans for all trades?
Lines of demarcation will not be shown on the drawings to differentiate between base, Option 1, or Option 7 scope. Refer to specification Section 01 11 00.98 SUMMARY OF WORK, Subpart 1.4 OPTIONS, for descriptions of Option work. Option 7 work is defined by QF series of drawing and specification Appendix G ‐ Foodservice Equipment Specifications, except for base scope items described in specification Section 01 11 00.98 SUMMARY OF WORK, Subpart 1.4.7. For both Options 1 and 7, infrastructure required for outfitting and for the food service equipment, such as conduit systems, circuits, plumbing, etc., is NOT part of Option No. 1 or 7, and shall be in the Base scope.
14 Life Safety Plans: Plans show an AED machine on both levels. Provide specification or Basis of Design
The Automated External Defibrillator (AED) will be Physio‐Control LIFEPAK CR Plus AED Kit, Model #80403‐000149.
AED cabinet will be Physio‐Control #11220‐000079 AED Wall Cabinet with alarm ‐ surface mount, rolled edges. To clarify expectations in regards to installation, the AED and its cabinet will be provided by the Government. The cabinet installation and fire alarm monitoring interface shall be by the Contractor in Base Scope. NASA will install the actual AED.
15 Sheet CD 102: Sewer jetting is called for. Provide distance of sewer jet insertion through existing line
Total Length of pipe to be jet cleaned =162’ (100’ VC between “SMH 06‐5100” and “SMH 06‐5200”; 62’ PVC between “WQU 06‐5000” and “SMH 06‐5100”). Coded Note 16 on drawing CD‐102 defines the two end points of the sewer jetting. These two end points are shown on the scaled plan on this drawing. The distance shall be verified by the Contractor by using the Graphic Scale provided for this plan.
Sheet CD 102: Existing signage on Taylor Road is called out to be removed by others and reinstalled by GC..
Provide quantitiy list of existing signage to be removed, locations of same including mounting hgts / locations and orientations.
Layout Note 1 on drawing C‐102 states, “EXISTING SIGNS ON TAYLOR ROAD WITHIN THE PROJECT AREA SHALL BE REMOVED AND STORED FOR REINSTALLATION. COORDINATE TIMING OF REMOVAL AND REINSTALLATION AND EXACT LOCATION WITH NASA.” Signs shall be re‐installed at 7’‐0” to bottom of sign, and with new breakaway sign supports complying with “ODOT SCD TC‐41.20”. Quantity of Signs:
• One (1) – Stop Sign (OMUTCD R1‐1)
• Six (6) – No Parking Signs (OMUTCD R7‐1
• Four (4) – Yield to Pedestrian Signs (OMUTCD R1‐5)
17 Sheet A 002: Clarify metal stud deflection track depth Referencing Sheet A 002, the metal stud deflection track depth is 4 inches.
Sheet A 110: Metal decking is called out as exposed painted decking and steel is to be fireproofed. Is metal decking to be specified as painted and have fire proof paint installed or is metal decking to be specified as primed only and have fireproofing materials applied? Clarification required.
This is Typ 2B construction, so fireproofing is not required on the steel frame or decking, except for within the egress stairs as they are protected by a 1‐hour fire barrier. The National Fire Protection Association (NFPA) requires that the supporting structure of fire barriers be fire proofed. Refer to drawing A‐705 for the diagrams showing where fireproofing on structural steel occurs.
19 Sheet A 407: SS walk off grate. Provide specification See specifications Section 12 48 16, Entrance Floor Grilles, for stainless steel (SS) walk off grate specifications.
20 Sheet A 411: Is steel 6x6x3/8 HSS jamb and header to be painted or galvanized / painted? Steel hollow structural section (HSS) for the garage door shall be galvanized and painted.
Sheet A 412 / A 413 / A 414: General note calls for all outside corners to have 1‐1/4" x 1‐1/4". Does this occur on all corners along column line "D"?
All corners along column line D shall be solid surface and shall be mitered with a honed edge. Any exposed gypsum board corner shall receive typical corner trim.
22 Sheet I‐201: Provide specification for detail 5 / TV mounting hardware Specification for detail 5 / TV mounting hardware shall be 12x12x3/16" vertical steel plate welded to 2x2x3/16" vertical steel tube welded to a 6x6x3/16" steel base plate with 4 anchor bolts. All steel shall be painted.
23 Finish Plans / Sheet I‐601: Provide interior signage specification. Interior signage is not in the scope of work for this project.
24 Sheet I‐601 / Detail 10: Provide wood base species / WD‐1. WD‐1 wood species shall be any hardwood suitable for painting.
Sheet I‐601 / Detail 10: Clarify finished thickness of wood base. Is finished base face to align with finished drywall?
Is proposed detail of wood base a std milled knife from a manufacturer or will we be required to produce custom knives?
Finished face of wood base shall align with finished face of adjacent drywall. Contractor shall assume a standard knife (not custom). Contractor shall provide profiles for approval.
Sheet P‐103: Floor grille (SG‐1) in Vestibule 100 does nots how a foor drain beneath walk off mat systems.IS floor drain required per code?
A floor drain beneath the walk off mat systems is not required by code.
27 What is the anticipated Award Date?...this will affect the work to be performed prior to winter.
Based on the revised proposal due date of 5/23/18, NASA anticipates, but does not guarantee, contract award in August 2018.
Is there any noise restrictions or center activities planned during this duration that will require the GC to stop work?
Specification Section 01 35 26.98, Subpart 1.16 HIGH NOISE LEVEL PROTECTION, provides noise restrictions. Any Center activities during construction that would require the GC (General Contractor/Successful Offeror) to stop work would be addressed according to RFP Clause H.14 DOWNTIME AND GOVERNMENT HOLDS.
On Attachment ‘D’ Small Biz Plan, pg. 1. Are we to include 20% or 30% for Small Business…under the Sample Dollars / NASA goals…it shows under *To all Small Business = $300,000 and 20%? Please clarify.
The intent of the Sample Subcontracting Plan that was provided as Attachment D to the Final RFP, is to assist potential offerors in creating a Subcontracting Plan that meets all of the requirements listed in FAR 19.704 and FAR 52.219‐9. The example shown on Attachment D Page 1 of 13 is for informational purposes only and does not accurately reflect the goals for this project. For the example shown on Attachment D Page 1 of 13, please substitute 30% in place of 20%, so the math is correct.
Please confirm if the 450 calendar day completion date is considered to start after the Construction Notice to Proceed is issued.
As stated in Clause B.6, the Contractor shall complete the entire work ready for use within 450 calendar days after the first Notice to Proceed is issued. Refer to Implementation Plan (Appendix A to Attachment A Specifications), Section 1 (Notices to Proceed) for descriptions of the two Notices to Proceed that will be issued.
Can NASA Confirm on Drawing G‐004 if all perimeter foundations & grade beams which use to run through the old bldg 21 are still in the ground? This drawing indicates only foundation piers are left in place.
The foundation piers and grade beams of the B21 Annex still remain in place and are to be removed per sheet G‐ 004.
• Sheet “CF‐149767” shows a plan view of the B21 Annex foundations, and is currently included for reference in the Implementation Plan (Appendix A to Attachment A‐Specifications).
• Sheet “CF‐149769” shows miscellaneous sections/details for the foundations along with a footing & pier schedule. A revised Implementation Plan (Appendix A to Attachment A‐Specifications) will include CF‐149769 in upcoming Amendment 03.
Any chance NASA can have the Bid Due later in the week of May 14th…its very difficult obtaining prices and verifying scopes & prices with subcontractors over a weekend. We believe NASA will receive better bid packages & pricing if its due on a Wednesday or Thursday.
The revised proposal due date is 2pm (14:00) EST on 5/23/18 per Amendment 1.
Telecommunications: There is no Cat 6A cabling or parts provided or installed by an outside Technology contractor all work is done by NASA?
No Cat 6A cabling or parts shall be provided or installed by an outside Technology contractor. The NASA Service Support Contractor (SSC) will install the data communications system. The successful Offeror is responsible for the infrastructure required for this installation. The detailed Division of work between the NASA SSC work and the successful Offeror’s work is listed on contract drawing CE‐0164‐COF16009‐T‐001 TECHNOLOGY LEGEND for Division 27 Technology Division of Work.
L.7: Please consider extending the RFI period one week to April 30, 2018. There are 1,000's of pages of specifications and hundreds of drawings to get through in a short period of time. April 30th would still give NASA and the designers two weeks to respond to submitted questions.
To the extent that the phrase "RFI period" refers to the period in which questions may be submitted to the Government, the question due date shall remain at 4/23/18 per RFP Provision L.7.
07 81 00 / G‐101: On Drawing G‐101 under Chapter 6 Types of Constructions, it calls this building out to be Type II‐ B which typically does not require Spray‐Applied Fireproofing. Please verify that specification section 07 81 00 is not required for this project.
This is Typ 2B construction, so fireproofing is not required on the steel frame or decking, except for within the egress stairs as they are protected by a 1‐hour fire barrier. NFPA requires that the supporting structure of fire barriers be fire proofed. Refer to drawing A‐705 for the diagrams showing where fireproofing on structural steel occurs. 081116 / 084113 / 084423 / 088100: In specification 08 11 16 Aluminum Doors and Frames, it calls out in the 1.1 Reference section for Blast Resistant Glazing under ASTM F2248; however, 08 41 13, 08 44 23, and 08 81 00 there is no mention of Blast Resistant Glazing. Please verify that there is no blast requirements on this project.
There are no requirements for blast resistant glazing on this project.
081116 / 084113 / 084423 / 088100: If there are Blast Requirements on this project, please clarify the standoff distance, level of protection, and charge weight required for design.

Most of the extended warranties (>1 Year) in the specification are clearly listed as Manf. Warranties (signed and issued by the manf.). There are some extended warranties called for which don't specify who is to sign/provide them. Please confirm these warranties are also manf. warranties (Joint Sealants, Insulated Glazing Units, Resinous Flooring, Metal Toilet Partitions, Fire Ext, Window Shades, Trap Primer Valves, Lighting Control Components, Surge Prot Devices, LED Fixtures, Emergency Ltg, Exit Signs, and Detection Sensors for Security Systems)
All extended warranties are to be Manufacturer Warranties.
With some of the manufacturers being closed lines shown on the floor plan and majority of specifications are based on Teknion products which can only be supplied by GDOT / Geiss I wanted to confirm that I understand the alternates allowed. Based on my understanding of RFP alternates are allowed if they fulfill the minimum requirements needed for the areas as shown in specifications and are part of approved GSA vendors. Is that correct?
Alternates are allowed if they fulfill the requirements of the RFP specifications and drawings. Refer to FAR clause 52.211‐6 for item/product identified by brand name.
For the Demountable walls in specification 10.22.19 can we use Muraflex Mimo products as an acceptable alternate? It has LEED certifications, Greengard Gold certified, and STC ratings of 34‐45
Contractor can propose alternates for the demountable walls if they meet the same criteria as the specified products. Contractor should submit full product information showing all physical dimensions, finishes, STC, LEED and all performance criteria are met or exceeded with the proposed alternate. Refer to FAR clause 52.211‐6 for items identified by brand name.
41 System Furniture specification 12.59.00 notes workstations with 51” high panels – is 50” acceptable?
No, 50" high panels for workstations are not acceptable. Per specification section 12 59 00, 51” high panels for workstations are required.
System Furniture specification 12.59.00 Panel Fabrics – section 2.2 material #1 – Grade 3 select lines from Mahram – I am understanding that you are requesting grade 3 fabric options offering several options including mahram options. Is that correct?
For System Furniture specification 12.59.00 Panel Fabrics – section 2.2 material #1, Maharam fabric to withstand a minimum of 50,000 double rubs shall be provided.
43 Same as noted above you are requesting in desk tack boards, how to be priced in RFP?
Tack boards are not separate from the fabric panels. Fabric panel construction shall be tackable and of same fabric as System Furniture Panels.
44 Appendix H – CH1 & 2 – are coat hooks required?
For Appendix H CH1 & CH2 (Typical OPEN OFFICE WORKSTATION AND PRIVATE OFFICE TASK CHAIR), two (2) coat hooks per open work station and private office configuration are required.
45 Appendix H – CH1 & 2 – notes optional head rest, are we to include this in our proposal?
For Appendix H CH1 & CH2 (Typical OPEN OFFICE WORKSTATION AND PRIVATE OFFICE TASK CHAIR), CH‐1 &2 shall include head rest.
Appendix H Private Offices – for H, freestanding storage , you ask for metal, laminate or wood drawer fronts available in several areas – we will need to know which option is requested to price properly.
For Appendix H Private Offices, Item H‐ freestanding storage, drawer face finish shall be metal (color/finish TBD).
47 Appendix H storage units –is clear and frosted glass required. We have frosted. For Appendix H storage units, etched glass for storage units is required.
Appendix H laminate desks – under 11. Finishes you ask for 4 grades to be offered A, 1, 2, 3 – we will need to know what you want priced as they are all different.
For Appendix H Private Offices, Item H‐ freestanding storage, Number 11 Finishes, Maharam fabric to withstand a minimum of 50,000 double rubs shall be provided.
Appendix H CH‐9 when it states “optional stacking dolly” and “optional casters” I assume you just need that offered and do not want priced at this time. Please confirm.
For Appendix H CH‐9, casters and stacking dolly are not required.
Appendix H‐ T12 Work Tables – you ask for a variety or laminate and wood veneers – please advise which you want priced for RFP.
Appendix H‐ T12 Work Tables, table top finish in laminate shall be provided.
Appendix H ‐ S1‐ lateral files and S2 Credenza S5 Bookcase and S6 mail sorter – you ask for metal, laminate and veneer options – please advise which is to be priced.
For Appendix H, provide metal finish for S1 lateral files and mail sorter (all sides, color TBD). Provide laminate finish for Credenza and Bookcase consistent with laminate color/finish options of workstations and other casegoods.
Can a Private office typical be sent out to confirm exact description of components, materials and configuration wanted for each?
Please refer to new Appendix J to the specifications (to be provided in the upcoming Amendment 03) for typical furniture configurations. This Appendix is for reference only and is provided to aide in understanding the design intent of the various areas.
53 Will the AutoCAD files indicate floor ports or should our furniture plan indicate where we need them for GC? The furniture plan submitted by the Contractor shall coordinate the exact location of the floor ports.
A‐506 details 1, 13, 14 have some discrepancies on the use on exterior sheathing. Is it intended for there to exterior gypsum over the cold‐formed metal framing and beneath the metal panel systems?
Regarding drawing A‐506, the layer of exterior sheathing beneath the metal panel systems on Details 13 and 14 is applicable to exterior wall assemblies requiring a fire‐rating only. Detail 1 occurs where a fire‐rated wall is not required. Any sections referencing Detail 1 requiring a fire‐rating shall have a layer of exterior sheathing beneath the metal panel system. Likewise, where Details 13 and 14 occur in a non‐rated exterior wall assembly, there shall be no layer of exterior sheathing beneath the metal panel system.
ACT‐W ceiling calls for an Armstrong Tegular 2x4 Ultima Healthzone tile but it is only available as a 2’x2’ tile. Are the ceilings labeled as ACT‐W intended to be a 2’x2’ tile system?
ACT‐W shall be Armstrong Square Lay‐In 2x4 Ultima Healthzone. They shall be a 2'x4' tile system.
56 M‐02 ceiling calls for the panel size to be 24”x20” which does not exist. What size panel was intended for use? Panel size shall be 24" x 120" for M‐02 ceiling.
Detail 6/A502 indicates gray silicone sealant. Specification sections 08 81 00 and 08 44 23.98 do not indicate that gray sealants and/or gaskets are required. Please confirm if gray sealants are required for insulated glass units and curtain wall sealants as well as gray curtain wall gaskets; Black is the standard for both
Gray is required for all sealants and/or gaskets
The Door Schedule, sheet A‐601, indicates aluminum door types B and C as having a thickness of 2‐3/8”.
Specification 08 11 16 Aluminum Doors, section 2.4.2, indicates the door thickness at 1‐3/4”. Which is correct? 2‐ 3/8” aluminum doors are considered themally improved.
Aluminum door types B and C shall have a thickness of 2‐3/8”. The schedule listing 2‐3/8" is correct.
Specification 08 81 00 Glazing, section 2.4.5, indicates all glazing gaskets are to be “One‐Piece” (Vulcanized Gaskets/Pre‐molded Corners). This is not possible with the specified curtain wall systems. Since the curtain walls are two‐sided and four‐sided SSG systems, which equates to using what is termed as “Cassette” by some curtain wall suppliers and “Toggle” by other curtain wall suppliers. This means the glass will be shop applied with structural sealant to a perimeter frame; therefore, no gaskets involved with this portion. These perimeter frames that are adhered to the back of the glass will be attached to the main curtain wall members in the field using either a cassette clip or toggle type fastener. Field applied silicone sealant will then be applied between the glass joints. Since face caps only occur at the sill and vertical members in some occasions, it is not possible to have “One Piece” gaskets. Those types of gaskets are only meant for systems that do not have applied pressure plates or are only meant for the back‐member portion of the curtain wall systems
With the understanding that Specification 08 81 00 Glazing, section 2.4.5, which indicates all glazing gaskets are to be “One‐Piece” (Vulcanized Gaskets/Pre‐molded Corners), cannot be met with the specified curtain wall systems, Silicone Sealant is acceptable in place of gaskets for this specific situation.
Specification 08 80 00 Glazing:
a. IGU‐2 – White Silkscreen
b. IGU‐4 – White Spandrel
c. IGU‐3 – White Silkscreen
d. It is the recommendation from both the manufacturer and installer that White spandrel and silkscreen be applied to low‐iron glass; otherwise, the white tends to appear green when applied to standard clear glass.
Regarding Specification 08 80 00 Glazing, the white silkscreen (IGU‐2, IGU‐3) and white spandrel (IGU‐4) on standard clear glass shall be provided.
Would NASA and Bialosky be open to running the vertical curtain wall mullions continuous from level 1 to the roof in lieu of the interruption that is detailed on wall section 2/A‐408 and detail 3/A‐503? . This would be the aluminum curtain wall on column line BG from 1 to 10 and from 11 to 13.
a. This method would eliminate the 3”x3” x3/8” hss tube steel as we would connect our curtain wall to the web beam under the floor slab.
b. This would simplify installation in our opinion.
c. The clip for the louver fins could be one of the curtain wall manufacturers standard brackets back to the curtain wall
The suggestion of running the vertical curtain wall mullions continuous from level 1 to the roof in lieu of the interruption that is detailed on wall section 2/A‐408 and detail 3/A‐503 is not acceptable. The detail provided is required to support the vertical fins at the mid‐point and shall not be changed.
62 Will AutoCAD file be supplied for furniture placement?
CAD/BIM files will not be provided for proposal development. CAD/BIM files will be provided to the successful Offeror.
63 CAD file is requested to layout all furniture being requested.

64 Is there a hanger specification for plumbing piping?
Specification 22 00 00.98 – Section 2.2, Section 2.16.3, Sections 3.1.7.1 through 3.1.7.3, and Section 3.1.8 indicate the requirements of hangers and supports for plumbing scope.
65 Can we get CAD files for sitework to aid in preparation of our bid proposal?
CAD/BIM files will not be provided for proposal development. CAD/BIM files will be provided to the successful Offeror.
66 Will electronic CAD files of Building, MEP, etc. be provided to the successful bidder for their use?

67 Are BIM modeling files available prior to bidding this project?

If we are required to relocate and add temporary fence to the east work limits line will we need to utilize the same type of temporary fence system as currently installed? Can you provide the name of original sub‐contractor who installed the temporary fence system that is in place?
The Contractor is required to relocate and add temporary fence to extend work areas to the East work limits line.
The same type of temporary fence system as currently installed shall be used. The subcontractor that installed this fencing was Ballast Fence. The Offeror is under no obligation to hire Ballast Fence.
Civil drawings show removal and replacement of pavement on Durand Road. Will this road be able to be shut down for the duration of removal and replacement? If not, will it need to be done in phases? Also what approvals are required for any utility work to be done in this road way?
North Durand Road will be shutdown between Taylor Road and the southeast corner of Building 14 for the entire performance period of this project. The RFP provides requirements for project utility work.
We have several questions regarding Attachment “G” Staff Qualifications as follows
a) Environmental Manager ‐ What duties is this person expected to cover? Can the project superintendent also serve as this?
b) Geotechnical Engineer – What duties is this person expected to cover? Will this person only be required during Caisson install? During other foundation install? During other earthwork operations? Also confirm if acceptable to hire a third‐party person to serve in this capacity?
c) Fall Protection Competent Person: We assume this can be the covered by OHS person and that a separate designated person is not required. Also, each subcontract would have their own Competent person. Please advise.
d) Electronic Security QC Rep. ‐ What duties is this person expected to cover? Confirm this person is not required for the entire duration of the project? Also confirm if acceptable to hire a third party or subcontractor rep. person to serve in this capacity?
e) LEED Accredited Professional – We assume that the project manager can serve this role and that a separate designated person is not required. Please advise.
In regards to Attachment G Staff Qualifications, please see responses below:
a) Environmental Manager (EM) duties are outlined in Spec Section 01 30 00.98. The role of EM requires sole dedication by one person. The qualifications of the EM must be met by whomever is designated. The superintendant may not also be the EM.
b) Geotechnical Engineer qualifications and expectations are outlined in Section 31 00 00.98. The Contractor may elect to use a subcontractor or third party for this role as long as the specification requirements are met.
c) The Contractor shall meet all of the requirements of the RFP regarding fall protection competent persons. The Occupational Health and Safety Professional required by RFP Section G.9 shall be solely dedicated to this role and shall not act as a fall protection competent person.
d) The Electronic Security QC Rep. shall meet the qualifications and requirements outlined in Section 20 10 05.
The Contractor may elect to use a subcontractor or third party for this role as long as the specification requirements are met.
e) The LEED Accredited Professional may also be the project manager as long as the project manager meets the LEED Accredited Professional qualification requirements.
Specification 08 11 16 Aluminum doors and Frames, 1.1 References notes ASTM F2248 for Blast Resistant Rating of Glazing. Is it the intent that all exterior swinging aluminum doors and frames meet this requirement or just select locations? Specifications 07 41 13.13 98, 08 42 33.98, 08 44 23.98 and 08 81 00 do not call out this requirement. Please clarify what is required.
There are no requirements for blast resistant glazing on this project.
Can photos be provided of the existing conditions along the East side parking lot outside of the existing temporary fence, and also along Durand Road? These were not included in the RSB Briefing presentation.

Section H.6 of the RFP regarding Performance of the Work by Contractor. For the 15% of work to be performed by the Prime Contractor, can the value of Prime Contractor Supervision apply to this amount?
For the 15% of work to be performed by the Prime Contractor, the value of Prime Contractor Supervision does not apply to this amount. The Contractor shall self‐perform 15% of the work per RFP Clause H.7. To clarify, the Contractor shall perform on the site, with its own organization, at least 15 percent of the total physical labor hours required for construction of the project. Materials, general conditions, supervision, overhead, and profit shall not be included in this calculation.
Concerning Option 4 Terrazzo flooring pricing, should the Precast Terrazzo stair treads at Stairs 003 and 004 be changed to precast concrete treads for the base bid and revised cost for Terrazzo in Option 4? Or should the PC Terrazzo treads be part of the base bid pricing?
Precast Terrazzo treads shall be included in the base scope.
Questions on Food Service Equipment from comparing Appendix “G” specification 114000 to QF Series drawings
a) Spec. item 1.003A is noted as Remote Refrigeration Rack, Drawing QF‐101 shows item 1.000 as refrigeration rack. Confirm these are the same item.
b) Spec Items 1.073 and 2.019 are listed as “open numbers” in 114000. The equipment schedule on QF‐101 notes these as Demand Control Panel. Please confirm these are the Demand Control Panels detailed on QF‐204.
c) Spec item 2.069 Cashier Stand is noted as by BSI Custom, The equipment schedule on QF‐101 notes as “NIKEC – by Millwork Trades”. Please confirm which is to furnish this item.

Demountable Walls Specifications: Is there a requirement for Demountable Partitions to be fire resistant as stated in the general requirements? Or does this relate to contractor built glass walls only?
This fire resistant requirement stated in the general requirements of the demountable walls specifications relates to contractor built glass walls only.
Demountable Walls Specifications: In demountable section 10.22, page 4 and 5 have contradictory requirements for floor levelness. The Teknion Focus system can comply with Page 4 (+/‐ 1/8" over 10 feet), but not the leveling as described on page 5.
The correct floor levelness requirement for demountable walls is +/‐ 1/8" over 10'.
Demountable Walls Specifications: For single glazed demountable walls, a 36 STC is unattainable. Glass that is 1/2" laminated, tested independently and exclusive of any built system, achieves a 36 STC. Will 35 STC be acceptable for single glazed applications?
35 Sound Transmission Class (STC) shall be acceptable for single glazed applications for demountable walls.
Demountable Walls Specifications: Is the requirement for hardware on doors within the demountable wall scope 10 years? Typical hardware, though included within the complete package of demountable walls, is sourced from hardware manufacturers and may not maintain the same warranty.
For the door hardware on the demountable wall systems, the door hardware warranty periods apply. See specification Section 08 71 00 Subpart 1.8.4 for these requirements.
Attachment A, Appendix H ‐ Contractor Teaming Agreements ‐ pages 2163 ‐ 2164: We understand this is a Construction bid which includes Furniture/Demountable Walls. if the award goes to the General Contractor with the overall best value to the Government, will the GC make 1 award to a furniture manufacturer, and/or, make multiple awards to various furniture vendors in an effort to meet the intent of the specifications. Based on the approval to use Contractor Teaming Agreements in the solicitation, some of the major manufacturers will not form CTA's with other major manufacturers. Will the GC/NASA accept alternates as equal to the specifications?

To the extent that this question is inquiring about subcontracting approach for the furniture vendor, the Contractor shall determine their subcontracting approach. Alternates are allowed if they fulfill the requirements of the RFP specifications and drawings. Refer to FAR clause 52.211‐6 for items/products identified by brand name.
In SF 1442, under L.11 (pg 88). Proposal Submission/Proposal Content: Are the furniture vendors required to follow this format in submitting information to the General Contractors or is this strictly for the GC submission?

No, this link is not a list of approved General Contractors. This link includes the list of all of the contractors that currently perform work on‐site at NASA Glenn Research Center. There are no requirements for blast resistant glazing on this project.
Scope indicates that the Technology is included in the EC scope of work however, drawing T‐001, mentions that the technology is by the NASA ServicXE Support Contractor (SSC). Will we need to get pricing from them and if so who is the contact? Or is that a separate contract with the owner?
The NASA SSC will install the data communications system and the successful Offeror will be responsible for the infrastructure required for this installation. The detailed Division of work between the NASA SSC work and the successful Offeror’s work is listed on contract drawing CE‐0164‐COF16009‐T‐001 TECHNOLOGY LEGEND for Division 27 Technology Division of Work. The Offeror does not need to obtain pricing from the NASA SSC.
Food Service Plans & Specification: Per review of the plans and specifications, note the following items which require clarification:

To the extent that the phrase "RFI final due date" refers to the end of the period in which questions may be submitted to the Government, the question due date shall remain at April 23, 2018 per RFP Provision L.7.

Speciification Div 5: The specifications call for the steel fabricator to be AISC certified and ISO 9000. Are these requirements able to be waived? Several steel contractors do not hold these certifications, but we can certainly provide the same testing results and inspection reports if approved
The The International Organization for Standardization (ISO) 9000 certification of the steel fabricator per specification Division 5 shall not be required. However, the American Institute of Steel Construction (AISC) certification of the steel fabricator shall be required.
Specification / Soils Compaction: Per Section 3.13 Compaction of Soil Fills: “Under structures, building slabs, steps, and pavements, scarify and recompact top 12 inches of existing subgrade and each layer of fill soil material at 98%.” – 2 part question. 1) If we perform the scarification & re‐compaction process as NASA describes and do not meet the 98% compaction, would this be considered an unsuitable soil condition and would NASA consider this a change to perform undercuts or remove / replace the existing subgrade soil with compactable fill to meet the 98% spec?
2) Can NASA confirm if the existing subgrade was compacted to 98% after the demo of the existing building occurred?
1.) The contractor is obligated to meet the performance requirements of the specifications and shall verify, prior to excava on and backfill, that the soil will be able to meet compac on requirements.
2.) Additional reference drawings included with upcoming Amendment 03 of the Implementation Plan (Appendix A to the Specifications) provide additional information regarding excavation and backfill of the exisiting subgrade during demolition.

Pre‐cast wall thickness on the west face of the building shall be 7‐1/2” per the detail; all other insulated precast walls shall be 10” per the plans. The 7‐1/2” wall is sized to match the façade thickness above, so the wall shall be confirmed with the final façade thickness requirements to ensure the two elements match.

Per Section L.11, the Offeror is required to submit a Small Business Plan as part of the proposal if the Offeror is registered as a Large Business. An Offeror that is registered as a Small Business is not required to submit a Small Business Plan.
Section I.11 of the RFP regarding insurance requirements, this section does not note that Builders Risk (All Risk) Insurance is required to be purchased by general contractor. Will this be a requirement of this project?
Builders Risk Insurance is not a requirement for this project. Please refer to section I.1 – 52.228‐5 Insurance‐‐ Work on a Government Installation and I.11 NFS 1852.228‐75 Minimum Insurance Coverage for information regarding insurance requirements.
L.11: Could you please clarify the maximum number of projects that may be considered under Factor 2.2 – Prime Contractor’s List of Relevant Contracts?
There is no maximum number of contracts that may be considered under Factor 2.2. Refer to the page limitations described in Section L.11.
L.11: The RFP indicates a minimum of three PPQs under Factor 2.5 – Past Performance Questionnaire, but does not indicate a minimum or maximum number of projects that may be submitted under Factor 2.2 – Prime Contractor’s List of Relevant Contracts.
There is no maximum number of contracts that may be considered under Factor 2.2. Refer to the page limitations described in Section L.11.
Drawing G‐004 Note 3 indicates the removal of existing footer / Caisson structures were deemed necessary for new Caisson installation. The geotech report dated March 28 2018, recommended removing the caissons if they were within one diameter of the proposed caissons. Can the as‐built documents be provided to show the elevations of the existing footers that were left behind.
A revised Implementation Plan (Appendix A to Attachment A‐Specifications) will be provided in upcoming Amendment 03 and this document will contain the as‐built condition of the remaining foundations.
Can drawings CF‐149767 and CF‐149761 be provided digitally they are unreadable when blown up on or reproduced to larger size for purposes of footer depth’s and removals.
