Initial Acceptability Evaluation (completeness):
• All proposals remaining after completion of Step 1 will be evaluated to determine each proposal’s Technical Acceptability.
• Proposals will be rated as “acceptable” or “not acceptable.”
• Proposals must be considered “acceptable” in all Technical Capability Sub-factors to be considered Technically Acceptable.
• All proposals rated technically unacceptable will be eliminated from further consideration
• All proposals rated technically acceptable will be further evaluated
Evaluation Process – Step 2 (DRFP Section M.3)
Technical Acceptability Evaluation (Pass/Fail):
• Areas: The Government will evaluate three (3) areas of relevant experience and past performance of the Offeror and any Major Subcontractors/Teaming Partners:
1. Past Performance Narrative (PPN)
• Prime Contractors List of Relevant Contracts
• Major Subcontractor List of Relevant Contracts
2. Past Performance Questionnaires (PPQ)
3. Past Performance Databases (PPD)
• The results of the PPN, PPQ, and PPD evaluations will receive equal weighting in determining the Level of Confidence rating
• Relevancy: The Government will evaluate relevancy with consideration to size, content, complexity, value, contract type, recency, customer, as compared to the overall requirements of the RFP
Evaluation Process – Step 3 (DRFP Section M.4)
Relevant Experience and Past Performance Evaluation:
• Performance: The Government will evaluate the Offeror’s, Major Subcontractors and/or Teaming Partners’ overall performance by considering items such as rating history and provided comments in the Government’s PPD, and responses to the PPQ. Additional considerations:
– OSHA 300 Form/Logs
– EMR and OSHA 300A Forms
• Relevant Experience and Past Performance information will not be numerically scored, but will be consolidated into a single Level of Confidence rating
Evaluation Process – Step 3 (DRFP Section M.4)
Relevant Experience and Past Performance Evaluation:
• The Government will conduct Price Proposal evaluations in accordance with FAR 15.4. The elements that will be considered include:
1. Comparison of proposed prices received in response to the solicitation.
2. Comparison of proposed prices with independent Government cost estimates.
3. Analysis of pricing information provided by the Offeror
4. For purposes of source selection, the total proposed price of the Base scope of work plus all Options will be utilized.
5. The Price Proposal evaluation is not numerically scored nor will receive an adjectival rating. However, Price Proposal evaluation findings will be presented to the SSA for their consideration in the selection process
Evaluation Process – Step 3 (DRFP Section M.5)
Price Evaluation:
• The award of a Firm Fixed Price contract will be based on a “Performance/Price Tradeoff” process for those Offerors who are determined to be technically acceptable.
• Overall, in the selection of a Contractor for contract award, Past Performance and Price Factors will be of approximately equal importance
• A best value decision may include an offer with a higher price and a higher level of confidence past performance.

SOW Overview--Scope of Work Summary
• The RSB will be approximately 64,000 square feet in overall size and will house approximately 164 occupants.
• The new two story steel structure contains:
• Open office areas
• Private offices
• Conference and work rooms
• Training rooms
• Collaborative engineering rooms
• Collaboration work spaces with light wells
• Cafeteria with supporting kitchen and dining spaces
• Typical support spaces
• The interiors are consistent with modern open office architecture.
• The exterior is clad in painted metal panels and transparent glazing curtain wall systems.
• Support facility construction includes, but is not limited to:
• Removal of existing paved surfaces
• Removal of certain underground utilities
• Site preparation
• Caissons for foundation support
• Curbs and roadways

• Option No. 2: Photovoltaic (PV) Array--Furnish and install a Photovoltaic Array system, and all associated components as specified and shown on the drawings, to provide 158.2 kW. System should be ballasted mounted with panels at a 5 degree tilt.

• Option No. 3: Dining Bar Expanded Metal Mesh Ceiling--Furnish and install the expanded metal mesh ceiling on Level 2, as specified and shown on the drawings as 'M-ACT'. There is no ceiling in place of this option in the base scope.
• Option No. 4: Terrazzo Flooring--Furnish and install the Terrazzo Flooring on Level 1 and 2, as specified and shown on the drawings as 'TRZ-1'. The base scope shall include a Polished Concrete Topping.
• Option No. 5: MIC Connector--Furnish and install structure and roofing associated with canopy over walkway connecting the south end of the RSB to the adjacent Mission Integration Center (MIC) building.
• Option No. 6: Exterior Pavers--Furnish and install decorative site pavers on the west and east side of building, as specified and shown on Landscape drawings. The base scope shall include a 4" concrete walk.
• Option No. 7: Food Service--Furnish and install food service equipment as shown on the drawings and specified in Specification Appendix G.
– PLEASE NOTE: Infrastructure required for the food service equipment, such as conduit systems, circuits, plumbing, etc., is NOT part of Option No. 7 and shall be in the Base scope.

• The contractor shall maintain the existing security fences, dust/privacy screen, gates, and roadway barricades to prevent unauthorized personnel from entering the construction site as shown on the design drawings.
