Industry Day Questions and Answers
NASA Glenn Research Center (GRC)
Research Support Building
Project #16009
April 11, 2018
1. Q: Will interested companies get posted?
A: The names of all attendees at the Industry Day Briefing regarding this procurement were posted on FedBizOpps.gov (FBO) on 3/6/18.
2. Q: Demountable Partition spec 10 22 19, Subpart 1.8 WARRANTY, states “The above statement is inclusive of COG…”. What is COG?
A: COG means Cost of Goods.
3. Q: What rate should be used for Furniture Installers since this is not a standard category?
A: The Government considers the furniture installers to fall within the general laborer category of the Davis Bacon General Wage Determination. The general laborer rate will be considered as a minimum rate for compliance purposes.
4. Q: Is there a 10% overage requirement?
A: To the extent that overages are related to providing an inflated price the answer is
no. There are no overage requirements in the contract.
5. Q: Who provides supplemental testing?
A: Supplemental testing requirements for quality assurance purposes (i.e. concrete strength, soil compaction etc.) shall be performed by the Contractor per the requirement of the contract plans and specifications. Plans and specifications are attachment B and A, respectively. Contractor-performed per the requirements of the contract documents.
6. Q: Are coordination drawings required?
A: Yes, the coordination drawings requirements are stated in Attachments A and B of the Solicitation.
7. Q: Who pays for filing of construction phase LEED submission?
A: The certification fee for the construction phase LEED submission will be paid for by the Government and will not the responsibility of the successful Offeror.
8. Q: Will the Final RFP documentation indicated somehow what has changed between Draft
RFP and Final RFP?
A: No, potential Offerors will have to fully examine the Final RFP to determine changes between the draft and final RFP.
9. Q: Is there temporary power available and who pays for it?
A: Temporary power is available for Contractor usage to the construction site is discussed in the Implementation Plan (Appendix A to specifications) and specifications section 01 50 00.98 TEMPORARY FACILITIES AND CONTROLS.
10. Q: Who takes down the temporary construction fence and where does it go?
A: The removal and disposal of the temporary construction fence is addressed in the
Implementation Plan (Appendix A to specifications) provided with the Final RFP.
11. Q: Are the bid documents sensitive and will the successful offeror be required to sign non-disclosure forms?
A: The RFP documents are not sensitive and are publicly available on
FedBizOpps.gov.
12. Q: Are there incentives to offset the Liquidated Damages?
A: There are no incentives to offset liquidated damages.
13. Q: What does NASA view as its biggest challenge on this project?
A: NASA will partner with the successful Offeror as appropriate to address all challenges throughout the project.
14. Q: Is there a tax exempt form that will be provided?
A: Yes. A tax exempt form will be provided to the successful Offeror. Refer to RFP section L.9.
15. Q: Is bid bond required or is it just assurance of capacity?
A: Offerors must show bonding capability per SUB-FACTOR 1.1.7: Bonding
Capability. The Offeror shall provide documentation stating the Prime Contractor has the capability to be bonded to the offered price. The documentation shall include the name and telephone number of the Bonding Company(s). Documentation supporting the bonding capability shall meet the requirements of FAR 52.228-15, Performance and Payment Bonds - Construction.
16. Q: Is there a PLA?
A: To the extent that this inquiry is inquiring about whether there is a Project Labor
Agreement then the response is no.
17. Q: Is small business limited to Cleveland area?
A: Small Business Utilization required per SUB-FACTOR 1.1.5 is not limited to the
Cleveland Area.
18. Q: Does NASA care how offering teams are set up?
A: Please refer to section L.11, FACTOR 2.2. Provide all required information for teaming partners for the RFP.
19. Q: Is it okay to deviate from brand names listed in the bid documents?
A: Refer to FAR clause 52.211-6 for items identified by brand name.
20. Q: Is there a charge for parking at GRC?
A: There is no charge for parking at Glenn Research Center. Parking for contractor personnel will be confined to the limits of the construction fence.
21. Q: Will elevators be available for furniture installers?
A: Availability of the elevators will be determined by the successful Offeror.
22. Q: What if the Offeror has Value Engineering suggestions? Can this somehow be evaluated and help win the proposal evaluation?
A: An Offeror’s Value Engineering suggestions will not be evaluated by the
Government in awarding the contract.
23. Q: Should the schedule submission include Bid Options?
A: Yes, the preliminary construction schedule submission shall include all Options.
Refer to Section L.11. SUB-FACTOR 1.1.2.
24. Q: Can the Superintendent also by the QC/QM Manager?
A: The Superintendent and QC/CM may not be the same person. Refer to specification section 01 30 00.98 ADMINISTRATION REQUIREMENTS, Subpart
1.6 Supervision.
25. Q: Can NASA provide a list of contractors that are barred from GRC?
A: NASA will not provide a list of contractor’s that are barred from GRC.
26. Q: I do not see I did not see a bid form. Will this be provided?
A: The Pricing Breakdown Form is Attachment F of the Solicitation. Additionally the Pricing Schedule (Section B.4.) shall also be submitted.
27. Q: I see that NASA will be taking on the role as Construction Manager. I had been contacted by Walsh regarding this project last year. Is Walsh no longer involved?
A: Your question is in reference to a previous procurement that has been cancelled.
The names of the attendees of the Industry Day Briefing have been posted on FBO.
28. Q: Can you tell me if this is a design build project where the GC will do the design and build?
A: This project has been fully designed and is a design-bid-build. The successful
Offeror will build to the provided plans and specifications.
29. Q: Are there pre-qualified architects, GCs, or Electricians?
A: There are no pre-qualified participants for solicitation number 80GRC018R0009.
30. Q: How is the structured cabling or DIVISION 27 portion of the bid planned on being handled?
A: In general, the NASA Service Support Contractor (SSC), “NICS”, will install the data communications system and the successful Offeror will be responsible for the infrastructure required for this installation. The detailed Division of work between the NASA SSC work and the successful Offeror’s work is listed on contract drawing

31. Q: If you could please advise as to who will be designing the MEP systems for this building so we may present what we have to offer?
A: The mechanical, electrical, and plumbing (MEP) systems have been fully designed. The names of the attendees of the Industry Day Briefing have been posted on FBO.
32. Q: Is there any install schedule for the furniture to understand where it falls in the 640 day scope?
A: Installation of the furniture will be the responsibility of the successful Offeror and therefore will be scheduled by the successful Offeror within the contract period of performance.
33. Q: Can you please post a list of the construction contractors currently working on the Glenn
Multiple Award Construction Contract (GMACC)
