1. OVERVIEW

This Implementation Plan is to be used in conjunction with the Research Support Building (RSB) Design Documents. The Implementation Plan describes the logistics and methodology of completing the RSB construction project as required by the contract documents.

The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) will be the lead organization for this construction project and is responsible for its implementation in compliance with all applicable regulations. TEN Arquitectos is the Prime Design Contractor responsible for development of the design package.

Notices to Proceed The construction contract shall be structured with two Notices to Proceed (NTP). These shall be issued as follows.

Initial Notice to Proceed This NTP shall commence all required submittals (equipment, schedules, health & safety plans, etc.). After this NTP, and before the Contractor submits a detailed construction schedule, a pre-construction meeting shall be held between the Contractor, the NASA Construction Manager (CM), Project Manager (PM), Facility Manager, and Building Manager. This meeting will discuss the coordination and implementation of construction and the coordination of contractor personnel. Contractor shall identify any long lead items and their impact on project implementation. Contractor shall then incorporate this information into the construction schedule and submit the detailed schedule to the Contracting Officers Representative (COR) for approval.

Second Notice to Proceed This NTP shall commence actual site construction (field work). The timing between the Initial and Second NTP is anticipated to be between sixty (60) and ninety (90) days. In order to obtain this NTP:

• The Site-Specific Health and Safety Plan (HASP) shall be reviewed and approved (signed) by the GRC Safety and Health Division (SHED) and the Facilities Division (FD).

• The Storm Water Pollution Prevention Plan (SWP3) shall be reviewed and approved by the Facilities Environmental Management Office (EMO). The Ohio Construction General Permits (CGP) process shall be complete. This process is anticipated to take 45 calendar days to complete and is required before any ground is broken. Refer to Section 9 (Special Considerations) for further discussion.

• All materials and equipment required to execute the first phase of construction shall be on-site.

• The Contractor shall have approved submittals on major (long lead) equipment and evidence that material and equipment have been procured (invoices, manufacturing dates, etc.).

• The construction schedule, submittal schedule, and schedule of values shall be reviewed and approved.

Purpose and Objective The purpose of this Implementation Plan is:

• Provide guidance for construction activities detailed in the Contract Documents.

• Identify known hazards and special considerations for Contractor field personnel.

• Outline permitting and facility requirements for the work.

• Familiarize the Contractor with NASA GRC protocol.

The objective of this Implementation Plan is:

• Outline the requirements for implementation of construction activities.

• Provide requirements and limitations for the related site work.

• Provide requirements for utilities associated with the buildings and site work.

This Construction Design (Project #16009) addresses the construction of the RSB, parking lot, site features, and utilities associated with this new building at the GRC.

See contract drawing G-004 SOIL DETERMINATION PLAN for areas of solid waste soils.

Disposal of all solid waste shall be handled in accordance with contract documents, applicable chapters of the Environmental Programs Manual, the GRC Waste Management Manual and all applicable regulations.

All work shall be completed in accordance with all applicable Federal, State and Local Laws and Regulations. Apply for and obtain all necessary permits to initiate and complete the work. The construction shall be conducted in accordance with the Construction Design Drawings and associated Specifications.

The Contractor is required to obtain a temporary badge from NASA to gain access to the facility during construction activities. Prior to any utility activities, the site will be subject to a utility clearance performed by NASA GRC. Utility shut-downs shall be coordinated in writing with NASA GRC a minimum of 14 days in advance.

Chapter 35 of the NASA GRC Safety Manual requires a permit for digging, excavation and trenching. This permit shall be completed and submitted to the NASA GRC SHED and EMO for review and approval prior to initiating the construction activities.

Project Description The GRC is a Federal Government installation administered and operated by NASA. The GRC facility occupies 350 acres in Cuyahoga County, Ohio near Cleveland. The NASA GRC address is as follows:

General Campus Setting NASA GRC is separated into four geographic sub-areas. The Central Area is the largest region and is bordered by Brookpark Road to the north and Cedar Point Road to the south.

The West Area is located west of Abram Creek. The South Area is the region south of Cedar Point Road. RSB is located in the Central Area. The Central Area where RSB is located is inside the secured main GRC Complex.

In general, on-site soil stockpiles shall be utilized for backfill as required. Final project grading shall be as indicated on the Contract Drawings. The Construction Contractor shall be required to remove and properly dispose of unsuitable backfill materials and soils.

Construction Schedule The period of performance for completion of the work under the Base Bid Contract shall be 450 calendar days from First NTP. The performance period shall be extended as follows if any of the Bid Options are accepted:

• Option #1 (Outfitting): +90 calendar days

• Option #2 (Photovoltaic Array): +40 calendar days

• Option #3 (Dining Metal Mesh Ceiling): +10 calendar days

• Option #4 (Terrazzo Flooring): +10 calendar days

• Option #5 (MIC Connector): +20 calendar days

• Option #6 (Exterior Pavers): +10 calendar days

• Option #7 (Food Service): +10 calendar days

Therefore, if all of the Options are awarded, the period of performance for completion of the work under the Base Bid and Option Contract shall be 640 calendar days from First NTP.

Contractor shall submit a detailed construction schedule to the COR for approval as described in Specification Section 01 33 00. This schedule shall display the sequence of work, coordination and implementation issues, and shall identify all utility outages. It shall identify work areas where work is to be performed. As work progresses, the schedule shall be updated monthly and provided at the first weekly construction meeting of each month. Construction schedule shall clearly identify a clear “Critical Path” so that any conflicts or construction delays can be evaluated.

The Contractor’s project schedule shall present a timeline for the following activities:

• Permit / notification requirements

• Site preparation / set-up

• Excavation stabilization and removals

• Completion of installation of foundations

• Roof Installation completion

• Building in the dry, and interior installations can be completed independent of the weather.

• Backfilling, grading and seeding

• NICS (NASA Support Service Contractor) installation of network infrastructure and A/V systems. The Contractor shall act as if NICS is a subcontractor to the entire job, and shall be responsible for integrating NICS activities into the overall project schedule for coordination and installation. NICS will be installing the network infrastructure and A/V systems, and that it is the Contractor’s responsibility to integrate these activities into their schedule, as if NICS was one of their subcontractors.

• Early completion of the telecommunications rooms to allow for timely build-out of these rooms by NICS in order to support establishment of communications required to properly check-out facility systems such as fire alarm, fire protection, and elevators.

Construction activities shall occur during daylight hours on a five (5) day per week, eight (8) hour per day schedule. Any activities outside of this time frame need to be requested 5 business days in advance. Weekends, nights, and off-shift are allowable with NASA personnel on-site. This is not a cost to the Contractor, just a notification. The Contractor, as well as any subcontractor, CANNOT be on the GRC property without designated NASA RSB assigned personnel present at GRC. No exceptions shall be granted.

NASA GRC standard working hours shall be defined as eight (8) hour days, Monday through Friday, between the hours of 7:00 am to 3:30 pm. Second shift hours at GRC shall be defined as eight (8) hour days, Monday through Friday, between the hours of 4:00 pm to midnight.

Weekend hours shall be defined as Saturday through Monday, between the hours of 12:00 am Saturday to 6:00 am Monday.

Site Related Work Please refer to the David V. Lewin Geotechnical Report dated October 22, 2015 and November 16, 2017, provided as Appendix C to the specifications. This document gives direction for what to remove structurally in order to install the new foundations. For example:

• Remove all existing concrete 2’ below subgrade as shown per the structural drawings

• Remove full depth concrete where caissons, or other structural installations will be within

1 diameter of new foundations.

Also, PMH #42 and TMH #19 are to be removed as needed to build the new foundations.

The Contractor shall also be responsible to remove existing subgrade parking lot and loading dock materials if they obstruct new foundations, utility, or any other new installations, at no additional cost to the Government. See contract reference drawings under Section 12 (Figures, Appendices, Permits and Forms).

According to the geotechnical report, ground water is to be expected anywhere from 2’-14’. Any and all groundwater that is encountered for ANY excavation work shall be dealt with according to the project specifications, and shall be done at no additional cost to the Government. The Contractor should expect this in all excavations.

Contacts The Contractor shall be furnished with instructions on who and how to make contact for site access, safety response, shutdown coordination, etc. This information will be made available at the pre-construction conference.

2. PERSONNEL IMPACT

All work shall be coordinated such that disturbances to adjacent building occupants and their work are minimized. Contractor shall be responsible for cleanup of dust and debris at the conclusion of each working day.

Adjacent Buildings 162 (Mission Integration Center), 11 (Icing Research Tunnel), 14 (Technical Services Building), and 15 (Edward R. Sharp Employee Center) will be operational during performance of work under this contract. See Figure 1 for locations under Section 12 (Figures, Appendices, Permits, and Forms). Construction activities shall be performed such that these facilities are not impacted and remain fully operational.

The Contractor shall be responsible for providing protection for and maintaining access to adjacent buildings. The Contractor shall be fully responsible for any damage to adjacent buildings and shall fix the damage using matching materials to the approval of the Contracting Officer at no expense to the Government.

Dust control will be of the upmost importance due to the close proximity of these facilities. A detailed Dust Control Plan shall be submitted for Government approval prior to the beginning of field work, as discussed in the project specifications. Dust suppression during building construction activities that generate airborne particulates shall be described in the Dust Control Plan. If the accepted dust abatement and suppression methods are not working to control dust, the Government reserves the right to request a revised plan for approval and implementation.

The chilled water lines servicing Building 14 are critical and must remain in service throughout the construction project. These lines run adjacent and beneath the northwest corner of previous Building 21. The Contractor shall take precautions during construction activities to ensure that these lines remain in service and are not damaged. If these lines are damaged and service to Building 14 is affected, the Contractor shall be fully responsible to immediately fix the line and bring it back into service at no expense to the Government. The NASA survey team can mark these lines in the field at no additional cost to the Contractor.

The Contractor shall maintain the existing security fences, dust/privacy screen, gates, and roadway barricades to prevent unauthorized personnel from entering the construction site as shown on the design drawings. Also refer to Section 12 (Figures, Appendices, Permits, and Forms) below. The project fence shall be provided with full screening to assist in dust control.

Warning signs shall be provided at appropriate construction site perimeter locations as shown on the design drawings.

3. UTILITY IMPACT

All utility services for RSB shall be installed as part of the project construction scope. Utilities serving the building shall be installed at appropriate manholes, handhole or capped locations as identified in the Contract Documents. The NASA survey team will act as the utility clearing service (OUPS) to mark and clear every underground utility. No digging, shoveling, driving stakes, or penetration of the ground shall take place without an approved excavation permit.

Refer to form in Section 12.

Temporary Power Scheduled outages will be required to have as much advance notification as possible. The temporary power available for the Contractor currently is 535 amps, and fed from adjacent Building 14. Panel P0101, fed from P01, is located in Building 14 on the South exterior wall at the center of the building. The Contractor shall notify NASA of the time table needed to run the temporary power from Building 14 to the RSB site. The Contractor shall provide a plan of how the power will be run (Overhead, underground) so that the NASA Construction Manager has the information to implement the work. If additional power is needed for construction needs, the Contractor is to notify NASA as soon as possible so that a source may be found and approved for use. The temporary power utility will be provided at no additional cost to the Contractor, but the cost for the installation (all materials, equipment, and labor) to get to the source and terminations will be the Contractor’s responsibility. See specification section 01 50 00.98.

Steam Installation:

The steam tie-in location along Taylor Road is located in an area where existing fence, dust barrier, and Concrete Jersey Barricades are located. The Contractor shall be responsible to move the Concrete Jersey Barricades, fence, and dust barrier to complete the installation work, and then replace the system back in place at no additional cost to the Government. All traffic control needed for this work shall be included. Temporary fence will be required to secure the site at the end of each day.

Utility Construction All active utilities to the building shall be locked out and tagged in accordance with NASA GRC Health & Safety Procedures and requirements in the HASP prior to commencement of construction activities. Utilities identified in the Contract Documents shall be field verified prior to construction. Trenching, including any shoring or sloping requirements, shall be in accordance with the contract documents and Contractor’s HASP.

Electrical Systems Construction An Electrical Applications Safety (EAS) Permit shall be required to perform work in the existing high voltage substation and manholes. The permit request will need the Contractor’s (and subcontractor’s) Implementation Plan, as well as the approved HASP, in order to obtain this permit. The Contractor shall abide by all conditions specified by the safety permit, once it is obtained. The Contractor shall follow the safety permit’s approved Implementation Plan and shall be responsible for adjusting the overcurrent settings on all of the low voltage (600V and below) electrical equipment per the safety permit’s short circuit study and coordination curves.

NASA will adjust the overcurrent settings on the high voltage equipment. The EASC permit normally takes 30 calendar days to review and approve so the EAS Committee has time to meet and review the details.

A NASA Designated Safety Person (DSP, which is a NASA High Voltage Safety Person) is required during all work in electric supply stations, including substations and transformer yards, during work in manholes and power tunnels, during all switching and other steps required to isolate and ground work areas, during testing of new or modified circuits or equipment, and during all switching and other steps required to re-energize work areas. The Contractor shall give the CM a 10-day advance notification for scheduling of the NASA DSP.

The Contractor shall follow all NASA GRC High and Low Voltage Electrical Power System Operating Instructions. This shall be indicated in the Contractor’s HASP. Copies of these documents can be obtained from the CM upon request.

Refer to the contract documents for further notes and diagrams relating to electrical systems construction.

4. OTHER CONDITIONS OR HAZARDS

Foundation Removal The Contractor shall coordinate with NASA onsite surveyors to ensure that the top of any deep foundations left in place are surveyed and recorded. The Contractor shall also create a redline drawing using the existing foundation plans to indicate where existing foundations have been left in place. Please review the geotechnical report dated November 16, 2017 provided as

Appendix C to the specifications for all recommendations to complete the RSB building foundation. The Contractor shall be responsible for any and all existing foundations that need to be removed for the new installation. The Contractor shall follow all recommendations from the Geotechnical report to install the new RSB building foundations.

Hazardous Equipment Contractor shall note that special FAA approval is required for all crane boom heights in excess of the 55 feet (due to NASA's proximity to Cleveland Hopkins Airport). The approval takes approximately three (3) months to process. The approval shall be coordinated with the CM (see Section 7).

Chemical or Fuel Spills Procedures for chemical or fuel spills reporting and cleanup are detailed in Chapter 8 of the NASA GRC EPM. For any spill, the Contractor is to first call 216-433-2088 to report the spill.

The Contractor shall next contact the CM to notify them of the incident. NASA has on-site personnel who are trained to deal with any type of spill and the Contractor is encouraged to use this resource to mitigate any impact. The Contractor shall purchase and deploy spill kits as needed around the job site. If fuel storage is on-site, a designated spill kit is required to be provided in close proximity to the fuel storage area by the Contractor. The Contractor shall have spill kits on-site as soon as any equipment, trucks, or fuel is at the site.

Storm Sewer Contamination from Construction Activities The Contractor shall comply with the policies for water pollution control established in Chapter 3 of the NASA GRC EPM.

Access The RSB construction site is located in the center of the NASA GRC. The Contractor is to have daily control of the RSB construction site, and all construction personnel. All site deliveries, drivers, and materials are the Contractor’s responsibility. Any misconduct can lead to dismissal from the facility permanently.

Site Removals & Restoration It shall be the Contractor’s responsibility to maintain the site in a clean and orderly fashion throughout construction activities. Construction debris shall be removed weekly from the site.

Excavated areas shall be fenced with proper safety procedures implemented. The plan shall address personnel safety, debris removal, and protection of the environment and water stream from debris removal and disposal.

The Contractor shall backfill all construction areas with materials approved by the Government and provide final grading with suitable topsoil. All disturbed areas of the site shall be final graded and seeded.

5. SAFETY REVIEW

The project’s health and safety considerations shall be addressed by the Contractor’s HASP. A complete hazard analysis shall be performed. The HASP shall be reviewed and approved by the NASA GRC Safety and Health Division, with concurrence of the COR, prior to commencement of work.

6. KEY PERSONNEL

Following is a summary of the roles and responsibilities of key personnel involved in the implementation of the project requirements. Refer to specification section 01 30 00.98.

NASA Occupational Health Safety and Environmental Coordinator The NASA OH&S Coordinator is responsible for all coordination between NASA FD, SHED, and EMO. The NASA OH&S Coordinator will serve as a single point of contact for all occupational health, safety and environmental issues and coordination. Duties include but not limited to coordinating the review and approval of the HASP and inspection of the construction work for compliance with OSHA, EPA and ODH regulations. The NASA OH&S Coordinator also serves as a resource to the Contractor to help resolve any environmental, health and safety issues that may arise during construction.

NASA Building Manager The NASA Building Manager is responsible for coordination of building activities and signing construction permits for construction activities.

NASA Deputy Project Manager (PM), and Senior Project Manager (PM) The PM provides overall management for the project. The PM will establish project goals and objectives and assure they are met in a high quality and timely manner. The PM shall have stop work authority. The NASA PM shall be in control of everything project related for communications, etc., except field operations.

NASA Contracting Officer (CO) The CO is responsible for ensuring compliance with contract obligations of the project scope.

The CO is also responsible for monitoring labor rates, negotiating and processing contract modifications and change orders, and authorizing contract payments. All field change orders are approved by the CO.

NASA Contracting Officer Technical Representative (COR) The COR is responsible for ensuring technical compliance with contract documents. The COR advises the CO on validity of submitted pay requests. The COR provides the CO with technical evaluation of change order proposals for negotiated contract modifications.

NASA Construction Manager (CM) The CM is responsible for project control and implementation of construction activities in accordance with the design package. The CM is responsible for Contractor oversight, adherence to QA/QC field procedures and the HASP, coordination with the PM, field documentation, and preparation of field change orders if required. The CM reports directly to the PM. The CM shall have stop work authority. The CM controls the day-to-day activity for the construction project. The CM is the resource to use by the Contractor’s personnel for all day-to-day construction-related issues. For any questions that arise, the CM is the best 1st resource.

NASA Inspector The NASA Inspector is responsible for daily oversight and inspection of all project work. The NASA Inspector will document project performance and report all results to the PM and CM.

The NASA Inspector shall have stop work authority.

Contractor Project Manager (CPM) The CPM has overall responsibility for management and quality implementation of contract components of the construction activities. The CPM ensures all contractual goals and objectives are met in a high-quality and timely manner. The CPM is responsible for overall contract management, communications, questions, concerns and onsite project issues. All Construction Contract communications shall be directed by the CPM to the CM. The CPM shall have stop work authority.

Contractor Construction Manager (CCM), Project Superintendent The CCM is responsible for the implementation of specific contracted project components, remedial activities, adherence to project requirements, coordination of the HASP, coordination of field personnel activities and field documentation. The CCM reports directly to the CPM and the CM. This is a full-time position with 100% on-site responsibilities. If any construction personnel is on-site, this individual shall be on-site and responsible.

Contractor Occupational Health and Safety Professional (OHSP) The OHSP is responsible for confirming all health and safety procedures designed to protect personnel are strictly adhered to throughout implementation of all project activities. The OHSP shall have the authority to stop work if health and/or safety issues arise that are not immediately addressed to the satisfaction of the OHSP. The OHSP reports directly to the CCM and CM.

This is a fill-time position with 100% on-site responsibilities. If any construction personnel is on-site, this individual shall be on-site and responsible.

Contractor Quality Assurance / Quality Control Officer (CQA/CQCO) The CQA/CQCO shall coordinate with the CPM to ensure project requirements of the Design Quality Assurance Plan (CQAP) are achieved and to ensure inspections are performed in accordance with the CQAP.

The CQA/CQCO shall review and approve variances during field activities before work commences. The CQA/CQCO shall evaluate, approve, and document the disposition of non-conformance reports (NCR) and design and supervise the implementation of audit / surveillance plans. The CQA/CQCO reports directly to the CPM and shall inform the CPM and CCM of all information and decisions documented and reported.

7. REQUIRED PERMITS AND FORMS

Permit & Notification Requirements Permit requirements include, but are not limited to:

Utility outages and connection requests shall be as indicated in the project specifications.

NASA GRC Requirements NASA requirements are addressed in the Contract Documents and shall be incorporated in the Contractor’s HASP and Construction Plan.

8. SECURITY REQUIREMENTS

Coordination with NASA security will be accomplished through the CM. Construction personnel may be issued daily construction passes or temporary contractor badges.

All Contractor personnel must be U.S. citizens; no exceptions.

It is NASA policy to provide appropriate and reasonable protection or security for its on-site personnel, including authorized contractors or other invitees, during official duty or tour hours, and for its facilities, property, and information that are in its possession or under its control.

It is imperative while on NASA property that all Contractor and subcontractor personnel obey all signs and instructions given by uniformed and non-uniformed security personnel, especially if workers are unfamiliar with NASA GRC.

The Contractor shall follow and ensure all subcontractors are aware and follow NASA GRC visitor and access control policy at all times. Access control badges shall be displayed at all times unless deemed unsafe due to activity being performed. During those limited times when not displayed due to safety concerns, access control badges shall be available on the individual’s person at all times and available for presentation upon demand.

Contractor and subcontractor personnel shall honor these restrictions and comply with directions given. Failure to comply may interfere with NASA safety and security, resulting in removal of violators from NASA property and potentially subjecting the Contractor to federal or state charges.

All personnel are to be aware of the federal guidelines for what is allowed and not allowed on the site. No concealed carry permits will be honored, no bows, no knives with a blade over 5”, nor drugs or drug paraphernalia. If these items are found, they will be confiscated and disciplinary actions may be taken.

All large deliveries shall be coordinated through the NASA CM for access onto the site with a security escort. This is a case-by-case item that needs to be coordinated at least 5 days in advance.

The Contractor is responsible for all deliveries, personnel, etc. for speed-related issues. The Contractor is to be aware that GRC personnel shall not be affected during construction activities.

Site Control & Access The Contractor shall maintain site controls as follows:

• Temporary road barricades, fencing and/or gates to control access to the construction site.

• Signs necessary to expedite deliveries, maintain traffic flow, promote safety, prevent unauthorized personnel access to the site and prevent interference with NASA GRC operations.

• Adherence to NASA GRC traffic regulations.

9. SPECIAL CONSIDERATIONS

Unforeseen Conditions In the event of unforeseen conditions, events and/or circumstances, work shall be stopped and the CM and or PM shall be informed. The PM (or his/her designee) will provide approval to continue work. If the Contractor continues to work on or with an unforeseen field condition, all risk shall be on the Contractor for the work performed.

Ohio Construction General Permits (CGP) Procedure The total area of soil disturbed within the project boundaries will exceed one (1) acre and therefore a SWP3 under Ohio Environmental Protection Agency (Ohio EPA) Permit number OHC000003 is required. Best Management Practices (BMPs) must be followed in accordance with Chapter 3 of the NASA GRC Environmental Programs Manual (EPM), Water Pollution Control. The Ohio EPA will only accept Notice of Intent (NOI) and Notice of Termination (NOT) applications for required projects electronically through the Ohio EPA eBusiness Center website. Although the GRC EMO submits the NOI and NOTs for NASA GRC construction projects, the Prime Contractor is required to submit the permit fee for NOIs electronically (via electronic check or credit card) through the eBusiness website. In order to submit the payment, the Prime Contractor is required to register for an eBusiness account (https://ebiz.epa.ohio.gov/app/services/account/account.html#/). The process of registering for an account only takes a few minutes. Once the permit application is submitted through the GRC Center Director’s office, EMO will provide the Prime Contractor with an invoice or application number so that they can electronically make the payment. Fence installation does not constitute as ground breaking.

Disposal of Construction Fence The Contractor shall be responsible for disassembly, removal from GRC, and disposal of the construction fencing and all associated equipment (fencing, concrete barricades, etc.). Plastic barricades shall be returned to the Government for reuse. The Contractor shall be responsible for transporting the plastic barricades to a location at GRC, to be coordinated with the NASA

CM.

10. ROAD/PARKING/CIRCULATION IMPACT

Parking and traffic impacts shall be addressed by the Contractor prior to commencement of construction activities. A traffic management plan is included in the Contract Documents.

The Contractor shall coordinate with the CM at least two weeks before impacting access to any buildings, roads, or parking areas. Road, parking, and sidewalk closure and/or detour plans shall be approved by NASA prior to impact. NASA GRC traffic regulations shall be adhered to.

NASA GRC roads shall not be blocked. Traffic shall be maintained on at least half of the roadway width at all times. The Contractor shall not interfere with peak traffic flows during normal operations for NASA GRC. Flaggers shall be utilized at all times for traffic impacts.

The Contractor shall erect signs necessary to expedite deliveries, maintain traffic flow, promote safety, prevent entry by unauthorized personnel and prevent interference with NASA GRC operations. Signage and barricades shall comply with contract drawings and the Ohio Manual of Uniform Traffic Control Devices.

Haul trucks shall enter the site through the Main Gate on Walcott Road.

Construction personnel parking shall be confined to the project site.

Pedestrian access along the south side of Building 14 and along the north side of Building 162 shall be maintained at all times.

Roadways used for construction traffic (Taylor, Durand, North Durand Roads) shall be swept daily. All vehicles shall leave the RSB site construction area with clean tires heading onto the roadway.

11. OCCUPANCY

Occupancy of the RSB will be achieved through two Occupancy Permits that will be granted by the GRC Authority Having Jurisdiction (AHJ).

The first will be the Temporary Occupancy Permit that will be issued once the RSB facility scope has been successfully installed. The purpose of the Temporary Occupancy Permit is to allow assets (i.e. furnishings) to be installed in the building. To achieve this permit, the Contractor shall have completed the majority of the facility punch list items and all of the safety/fire protection systems shall have been successfully tested and operational with no exceptions.

The second will be the Full Building Occupancy Permit that will be issued upon completion of the full project scope, when the building is ready for personnel occupancy. To achieve this permit, the Contractor shall have completed the all of the final punch list items with minor exceptions. The Full Building Occupancy Permit typically represents the full contract completion.

The Temporary Occupancy Permit and the Full Building Occupancy Permit are two separate documents and shall carry individual punch lists that need to be finalized to grant the permits.

General notes: GRC Civil Systems will make local determinations and issue permits for temporary crane erection only.

For all new buildings or permanent structures, FAA 7460 permit shall be submitted prior to construction. This shall include any temporary cranes for erecting.

For any penetration within the GRC–Cleveland Hopkins International Airport (CHIA) Crane Map Part 77 Surface Map, FAA 7460 is required unless special consideration is granted from CHIA.

For any crane 200 foot above ground level, FAA 7460 permit is required.

FAA 7460 process can take up to 3–6 months for a determination.

All cranes and excavators shall have a flag or light on the highest point.

For PBS, permits are required for all permanent structures and cranes over 200 ft. height.

Submit permits 10 business days prior to planned lift. Extensions will require 5 additional days notification and permit may only be extended once, a new permit is then required.

Permits will be returned 4–5 days prior to planned lift.
