Place of performance is Ames, Iowa. The requirement calls for removal of the existing ALMACO weigh system and installation of an H2 GrainGage system or equivalent compatible with a New Holland TR88 research plot combine. The new system must measure moisture and test weight in a single chamber using one set of sensors to eliminate inconsistencies from the current dual-sensor setup. Technical requirements include accommodation for twin-plot combines, built-in signal processing for research environments with frequent start/stop operations, enhanced operator visibility, and software compatibility with the existing Mirus data collection system. Contractor work includes removal of existing components, design and installation of mounting structures, installation of new cyclones for debris separation, and positioning of transfer augers, in-cab tablet mounts, and power boxes. The government furnishes the New Holland TR88 combine. Delivery is required by December 31, 2026.

Vendors must be active and registered in SAM.gov at quotation submission and time of award. Payment uses the Department of Treasury Invoice Processing Platform. Service Contract Labor Standards apply, with machinery maintenance mechanic wage rates of $33.40 per hour plus applicable fringe benefits per Wage Determination 2015-4975. Award goes to the lowest-priced, technically acceptable quotation with acceptable or neutral past performance on a firm-fixed-price basis.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1106 is issued as a Request for Quotation (RFQ) for the procurement of a Combine Upgrade.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 333111  The small business size standard is 1,250 Employees.  This acquisition is an unrestricted requirement.   All responsible sources may submit a quotation which will be considered by the agency. 

Statement of Requirement

This requirement is for Combine Upgrade in accordance with the attached Specifications.

Vendors are required to be active and registered in the System for Award Management at www.sam.gov when submitting a quote and at time of award (FAR 52.204-7(b)(1)). Payment will be made utilizing the Department of the Treasury Invoice Processing Platform at www.ipp.gov.

Quotes are due no later than 4:00 pm Central Standard Time on Wednesday, August 12, 2026. Quotes must be submitted electronically, e-mailed to lynn.hults@usda.gov; no faxed or hard copy quotes are allowed.

Responses must include detailed specifications that show the capability of providing the required Combine Upgrade.  Quotes that merely offer to provide the equipment as described in the specifications without comparative specification will not receive further consideration for award.

The final day for question submission is 3:00 pm Central Standard Time on Friday, August 7, 2026.
