About this file
This is a Statement of Work (SOW) for the installation and upgrade of a combine weigh system for the USDA-ARS Germplasm Enhancement of Maize Project located in Ames, Iowa. The project requires removal of the existing ALMACO weigh system and installation of an H2 GrainGage system or equivalent that is compatible with the New Holland TR88 research plot combine. The new system must measure moisture and test weight in a single chamber using one set of sensors to eliminate inconsistencies in side-by-side measurements inherent to the current dual-sensor setup. Key technical requirements include accommodation for twin-plot combines, built-in signal processing designed for research environments with frequent start/stop operations and challenging field conditions, enhanced operator visibility through reduced equipment size, and software compatibility with the existing Mirus data collection system.
The contractor must remove the existing weigh system components, design and install mounting structures for the new system, install new cyclones for debris separation, and position equipment including transfer augers, in-cab tablet mounts, and power boxes. The government will furnish the New Holland TR88 research plot combine. Delivery is expected by December 2026 to the USDA Plant Introduction Station at 1305 State Avenue, Ames, Iowa 50014. This RFQ is set-aside for small business concerns under NAICS code 333111 with a size standard of 1,250 employees. Quotations are due by 4:00 p.m. Central Standard Time on Wednesday, August 12, 2026, submitted electronically to lynn.hults@usda.gov. The final day for question submission is Friday, August 7, 2026 at 3:00 p.m. Central Standard Time. Vendors must be registered in SAM.gov at time of submission and award, and payment will be processed through the Department of Treasury Invoice Processing Platform.

Statement of Work Project: Research Plot Combine Weigh System
GENERAL INFORMATION
1.0 Scope of Work: The USDA-ARS Germplasm Enhancement of Maize Project, located at the North Central Regional Plant Introduction Station in Ames, IA, is needing to update their current corn research plot planter weigh system.
2.0 Background: The Germplasm Enhancement of Maize Project travels across the state of Iowa conducting maize breeding research and harvesting of small-scale research plots. Upgrading the current combine weigh system to the H2 GrainGage system or similar will greatly improve accuracy of recorded experimental data and provide for safer combine operation by greatly reducing the amount of equipment currently blocking the windshield view to the right side of the combine. The specific requirements for the new weigh system include compatibility with the current New Holland TR88 combine.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks: H2 GrainGage system or similar installation must meet or exceed the following specifications and be set up and ready upon delivery:
Removal of current weigh system: Removal of existing ALMACO weigh system to include the platform, weigh hoppers and rack, cab controls, wiring, and air lines.
Preparing combine for weigh system install: Design structure for weigh system to mount to, new cyclones to separate corn from debris, correct position for transfer auger, and mounts inside the cab for the tablet and power box.
Weigh system for a twin-plot combine: Must be able to handle measuring two plots at once, as is common for a twin-plot combine.
Measurement accuracy built for a research combine: Built-in signal processing to adjust for a research combine environment, including frequent start/stop, hilly and bumpy fields, and constant machine vibration.
Single chamber measurements: System measures moisture and test weight in a single chamber, not separately.
Single set of sensors: Current weigh system has two sets of sensors, creating inconsistencies in side-to-side measurements. New system must measure both plots with one set of sensors.
Operation Safety: Must be smaller equipment than currently installed, increasing combine operator visibility from the cab.
Software: Software must be compatible with Mirus data collection software currently used for experiment note taking.
4.0 Government Furnished: New Holland TR88 research plot combine
5.0 Deliverable/Schedule: Expect to have Delivery by December 2026.
6.0 Place of Delivery: USDA Plant Introduction Station, 1305 State Ave., Ames, IA 50014.
