About this opportunity

This Broad Agency Announcement from the Federal Highway Administration solicits research proposals in support of structural engineering programs across several areas including steel bridges, concrete bridges, load rating, seismic resilience, tunnels, bridge security, and fiber reinforced polymer composites. Proposals are sought to develop technologies addressing FHWA's strategic goals of safety, infrastructure, innovation, and accountability. Concept papers must be submitted by February 1, 2021 and will be evaluated based on technical merit and relevance to research topics listed in Appendix C. Full proposals will then be invited and evaluated on technical merit, cost/price, and subcontracting plans if applicable.

There is no set-aside designated for this solicitation. Research is expected to fall under NAICS code 541715 and PSC code R425. Awards will range from $50,000 to $250,000 over one to three years in the form of contracts, cooperative agreements, or other instruments at the agency's discretion. Proposals are due from all responsible sources by February 1, 2021 with performance taking place throughout the United States.
