About this opportunity
The Department of the Air Force Materiel Command Research Laboratory (AFRL) is soliciting innovative research through an Advanced Research Announcement (ARA) to develop adversary system of systems analysis capabilities for cyber targeting operations. This two-step solicitation seeks research engineering, development, and analysis support that will enable the Air Force, USCYBERCOM, and other mission partners to create and optimize Tactics, Techniques, and Procedures (TTPs) against evolving cyber threats. The research will encompass requirements evaluation, proof-of-concept technology development, and deployment of solutions to operationally realistic environments for assessment. Key objectives focus on three research areas: Target Engineering and Analysis, Agile Cyber Mission Adaptation, and Rapid Non-Kinetic Cyber Capability Development. White papers are the required initial submission format, with suggested submission deadlines of January 21, 2026 for FY26, November 1, 2026 for FY27, November 1, 2027 for FY28, November 1, 2028 for FY29, and November 1, 2029 for FY30, with a final deadline of December 8, 2030. Formal proposals will be accepted by invitation only following white paper evaluation.
This procurement carries no set-aside designations and is closed to foreign participation except for fundamental research and companies with approved Foreign Ownership, Control or Influence (FOCI) mitigation plans. The total estimated funding for this ARA is approximately $999.9 million, with individual awards typically ranging from $1 million to $100 million, though awards up to $499.9 million are possible. Individual contracts will not normally exceed 60 months in duration. Multiple awards are anticipated; however, the Air Force reserves the right to award zero, one, or more Procurement Contracts or Other Transactions for all, some, or none of the proposed requirements. The solicitation was posted January 7, 2026, and will remain open until December 8, 2030, allowing contractors an extended window to submit white papers aligned with available fiscal year funding.
