The USDA, ARS, MWA, The Foreign Animal Disease Research Unit (FADRU) at Plum Island anticipates the need for a maximum of _550_ cattle over a period of 5 years for conducting research on specific approved Protocols. The award will be for the period starting approximately October 15, 2012 through October 14, 2017 for an IDIQ fixed price type contract.
This is a Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The North American Industry Classification System (NAICS) code is 424520; small business size standard is 100 employees.

EVALUATION PROCEDURES: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

DOCUMENTS TO BE INCLUDED IN OFFER: In order to be considered for award Offerors shall provide 1) a fully filled out SF1449 including company DUNS #; 2) a completed copy of the provision FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL ITEMS, with this offer. CATTLE REQUIREMENTS: Cattle Breed - Holstein
Cattle suppliers must have an Association for Assessment and Accreditation of Laboratory Animal Care, (AAALAC) certification of a facility or certification of a site visit by the Department of Homeland Security veterinarian and approval of as an acceptable cattle supplier.
The transportation, care, and use of animals should be in accordance with the Animal Welfare Act (7 U.S.C. 2131 et. seq.) and other applicable Federal laws, guidelines, and policies. For guidance refer to The Care and Use of Laboratory Animals (page 57) prepared by the Institute for Laboratory Animal Research, National Academy of Science.
DELIVERY REQUIREMENTS: Animals shall be delivered to USDA, ARS, NAA, PIADC, 40550 Rt. 25, Warehouse facility, Orient Point, NY 11957. Delivery shall be between the hours of 06:00 a.m. to 11:00 a.m., Tuesday thru Thursday, excluding Federal holidays.
Proximity of the Contractor to PIADC is required to minimize animal stress during transportation in accordance with the Animal Welfare Act. Travel duration shall be a factor in determining a contractor's availability to provide research animals. Transit time shall be determined by the vendors address using Mapquest.
o Contractors traveling more than 375 miles will not be considered.
Any additional amendments and/or documents related to this procurement will be available electronically at the Internet site: http://www.fbo.gov. Potential Quoters will be responsible for downloading their own copy of those documents related to this procurement, if any.
