About this opportunity
The Naval Research Laboratory (NRL), operating under the Department of the Navy's Office of Naval Research, is seeking a contractor to develop, support, and operate software systems for DOD satellite mission operations through this Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The primary deliverables include DevSecOps support for custom software applications, specifically Neptune Software, Virtual Mission Operations Center (VMOC) software, and Transmit/Receive Enterprise (TREx) services, along with information technology infrastructure and cybersecurity support for satellite ground systems. Key requirements include providing continuous operation and service monitoring of these systems, with all key personnel mandated to hold a Secret security clearance at the time of award, and some positions requiring TS/SCI clearance within 120 days of award. The government will evaluate proposals based on technical understanding, management capability, personnel qualifications, past performance, and small business participation, with technical factors weighted more heavily than cost considerations. The proposal submission deadline is November 19, 2025, with an anticipated contract start date in February 2026; the government issued two rounds of questions and answers (Q&A #1 on October 21, 2025, and Q&A #2 on October 29, 2025) and Solicitation Amendment 0001 on October 29, 2025.
This procurement carries no small business set-aside, with Space Ground Systems Solutions, Inc. identified as the incumbent contractor on the previous contract valued at $228.4 million. The maximum potential contract value is $245 million over a five-year ordering period, with two initial task orders featuring a combined total labor requirement of approximately 1.43 million hours across multiple skill levels and Other Direct Costs ranging from $7.4 million to $22.5 million depending on contract line items. The contractor must establish minimum small business subcontracting goals of 44% Small Business, 8% Small Disadvantaged Business, 5.5% Veteran Owned Small Business, 5.5% Service-Disabled Veteran Owned Small Business, 2.5% Women Owned Small Business, and 1% HUBZone. Primary performance will occur onsite at NRL Headquarters in Washington, D.C., with secondary performance at the Blossom Point Tracking Facility in Maryland. The government anticipates awarding this contract to a single offeror, and all proposal submissions must be made electronically via DoD SAFE with strict formatting and content requirements, including a technical proposal limited to 70 pages.
