About this file
This document is a Questions and Answers (Q&A) for Solicitation N00173-26-R-0001 for Research and Development for Satellite Software and Operations Support. The Q&A covers key proposal submission details, including an increased technical proposal page limit to 70 pages, clarification on pricing task orders with base and option years, and guidance on how to complete Section B cost tables. Important clarifications include that subcontractor proposals should only be submitted through the prime contractor, OCI disclosure statements must be in the cover letter, and the government confirmed the scope includes support for future launch, early orbit operations, and onboarding of new missions/spacecraft.
The document also notes that the Base IDIQ plug number for Other Direct Costs (ODCs) has been increased to $9,450,000, and an asterisk was removed from the Software Developer Level 3 labor category in Attachment 8. The solicitation involves two task orders (TO1 and TO2), each with a 5-year period of performance, and relates to a previous contract with Space Ground System Solutions, Inc. The Q&A provides specific instructions for offerors to ensure compliance with the solicitation requirements, including how to price labor and ODCs across different contract line items (CLINs).

Q&A #2 for Solicitation N00173-26-R-0001
Research and Development for Satellite Software and Operations Support
1. Should each task order be priced with a Base Year and 4 Option Years separately for an intended award of the Labor and ODC under a different CLIN for each year?
Answer: Yes. The period of performance of each task order will be determined at the time of task order issuance. TO1 and TO2 each have a period of performance of 5 years (base year plus 4 option years) and should be priced separately by CLIN for each year. Plug ODC values have been provided for each task order year.
2. For completion of Section B, should the total labor and ODCs proposed for each task order and each contract year be added together and included under CLIN 0001-Base Year or should there be separate CLINs for each of the Option Years for Labor and ODCs?
Answer: Completion of the Section B table shall reflect a combination of the task orders added together under the respective CLINs for Labor 0001 and ODC 0002. The totals should reflect each offeror’s total proposed costs for the entire effort. CLIN 0001 shall reflect R&D Labor for the entire estimated period of performance, including options. CLIN 0002 shall reflect all ODCs for the entire estimated period of performance, including options. A detailed breakdown by task order can be reflected in the cost volume.
3. Relative to the technical response required across the Base, TO1 and TO2 SOW requirements and to allow for a more thorough response, we respectfully request that an additional 20 pages be added to the Volume 1-Technical Proposal Page Limit, increased from 50 pages to 70 pages.
Answer: The page limit for Volume 1-Technical Proposal has been increased to 70 pages max. The format shall be in Word or PDF. See solicitation Amendment 0001.
4. Will the government please confirm that the OCI disclosure statement shall be included in the cover letter?
Answer: Per page 57, section L-9 of the RFP, Offerors shall submit a statement within its cover letter in affirmation or negation whether they have an OCI conflict regarding this solicitation.
5. If a subcontractor submits its un-sanitized pricing, showing the build-up of rates, directly to the prime contractor and the prime submits that un-sanitized pricing along with its proposal, are the subcontractors still required to submit it directly to the government?
Answer: No. All subcontractor proposals should be submitted by the Prime contractor only.
Subcontractors should not submit proposals directly to the government.
6. Is 52.217-8 pricing required? & if so, does the Govt. want it to be priced at the Base IDIQ, TO1 and TO2 levels?
Answer: Per Section M-6, offerors shall not propose the six-month pricing.
7. Please confirm that the asterisk next to the Software Developer level 3 in Attachment 8 Task Order 1 Labor Hour and Skills mix is an error.
Answer: The asterisk for Software developer Level 3 in Attachment 8 task order 1 has been removed. This LCAT is not Key Personnel. See solicitation Amendment 0001.
8. The total of the task order ODC plug numbers ($9,421,000) exceed the ODC plug number for the Base ($9,400,000). Should the Base IDIQ plug number be increased to $9,500,000?
Answer: The Base IDIQ plug number has been increased to $9,450,000 under CLIN 1002 of Attachment 4 – Base IDIQ Labor Mix and ODCs. See solicitation Amendment 0001.
9. To ensure our full comprehension and a compliant proposal, our interpretation of the SOW's comprehensive scope for R&D and operations support (N00173-26-R-0001) may necessarily incorporate contractor involvement in the full mission lifecycle, specifically including support for the future launch and early orbit operations and the onboarding of new missions/spacecraft, as referenced in Section 1.5. Please confirm that this understanding accurately reflects the Government's intent for the required support.
Answer: The understanding is accurate and reflects the government's intent for the required support. Section 1.5 explicitly includes support for future launch and early orbit operations and onboarding of new missions/spacecraft as part of the required support throughout the full mission lifecycle.
10. Does the NRL Satellite Software and Operations Support (N0017326R0001) and Spacecraft Engineering, Software, Research, and Development Services (N0017325RHH01) requirements refer to the same effort, as both list the same incumbent (N0017320C2021 – Space Ground System Solutions, Inc.).
Answer: Both requirements were part of contract N00173-20-C-2021 and have been separated into two new individual requirements.
