The procurement seeks research and development services in the physical and engineering sciences, specifically related to satellite operations software and associated support services. The solicitation will utilize full and open competition with trade-off source selection procedures in accordance with FAR Part 15, allowing the agency to evaluate proposals based on multiple factors beyond just price. Interested parties may submit questions or feedback by the response deadline of September 2, 2025, though phone calls will not be accepted. The forthcoming RFP will only be available in electronic format through SAM.gov, and prospective offerors must register both on the interested parties vendor list and in the System for Award Management (SAM) to participate.
This procurement does not include any set-aside designations and will be conducted under full and open competition. The contract structure is planned as a single award Indefinite Delivery Indefinite Quantity (IDIQ) arrangement using cost-plus-fixed-fee, level-of-effort terms. The period of performance will span five years with an estimated total of 800,000 labor hours across various labor categories, including key personnel positions, though ONR notes that the actual labor hours required may vary from this estimate. Orders will be issued against the base IDIQ contract as needed throughout the performance period.
