About this opportunity

The U.S. Naval Research Laboratory (NRL), operating under the Office of Naval Research within the Department of the Navy, has issued a Special Notice announcing its intention to modify an existing task order through a sole-source contract award. The modification pertains to Task Order N0017320F2029, titled "Research and Development Efforts for High Performance Computing," and is intended to be awarded to Arcfield. This action is being pursued under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, which permit sole-source awards when only one responsible source exists and no other supplies or services can satisfy agency requirements. The Special Notice was posted on October 31, 2025, with a response deadline of November 7, 2025. The contract falls under NAICS code 541715 (Research and Development in Physical, Engineering, and Life Sciences) and PSC code AJ12 (General Science and Technology R&D Services).

The modification aims to ensure continuity of specialized Research, Development, Testing, and Evaluation services for NRL's Information Technology Division located in Washington, D.C., focusing on comprehensive improvements to end-to-end computer network performance across an entire network enterprise. The scope encompasses all network stack layers, including displays, graphical user interfaces, data storage, security protocols, and enterprise policies and directives, extending from tactical edge operations to the High Performance Networking Center. The contract performance period will be extended for six months, running from December 1, 2025, through June 1, 2026. As this is a sole-source contract modification, the notice serves to inform the contracting community of the agency's intent rather than solicit competitive proposals. The specification of Arcfield as the contractor indicates that only this entity is being considered for award due to its existing specialized expertise and work continuity requirements.
