About this opportunity

The U.S. Naval Research Laboratory (NRL) has issued a Special Notice announcing its intent to award a bridge action through a modification to the existing Task Order N0017320F2029 for Research and Development Efforts for High Performance Computing. The modification will be sole-sourced to Arcfield, utilizing provisions under 10 U.S.C. 2304 (c)(1) and FAR 6.302-1 for procuring services from the only responsible source that can satisfy agency requirements. The contract is being administered by the Department of the Navy's Office of Naval Research, specifically targeting the Information Technology Division located in Washington D.C. The opportunity falls under the NAICS category 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a Product Service Code (PSC) of AJ12 for Applied Research. The special notice was posted on March 12, 2025, with a response deadline of March 19, 2025.

The primary objective of this contract modification is to provide continuity of specialized Research, Development, Testing, & Evaluation (RDT&E) services focused on improving computer network performance across an entire network enterprise. The scope encompasses comprehensive efforts covering all network stack layers, including displays, graphical user interfaces, data, storage, security, protocols, policies, and directives from tactical edge to High Performance Networking Center (HPC). The contract performance period will be extended for six months, running from March 28, 2025, through September 26, 2025. Since this is a sole-source modification to an existing task order, the opportunity is specifically directed to Arcfield and does not appear to be open to competitive bidding. The contract aims to support advanced technological improvements in network infrastructure and performance, with a particular focus on enhancing end-to-end computational and networking capabilities for the Naval Research Laboratory.
