About this opportunity
The Department of Homeland Security US Coast Guard seeks call-when-needed helicopter services for transporting personnel, equipment, and supplies across five defined Areas of Responsibility in Alaska, with proposals due September 8, 2026. The procurement is 100% set-aside for Small Business concerns under NAICS 481211 (Nonscheduled Chartered Passenger Air Transportation), size standard 1,500 employees.
Place of performance covers five AORs: Kodiak, Anchorage, Valdez, North Southeast, and South Southeast. The Coast Guard intends to award multiple contracts—up to five separate contractors, each responsible for one or more individual AORs—on a Lowest Price Technically Acceptable (LPTA) basis. Offerors may propose on one or multiple AORs but must submit separate, distinct proposals for each specific AOR; only one offer will be accepted per AOR.
Contract period spans 5.5 years: a one-year base period (September 10, 2026 through September 9, 2027), four optional one-year periods, and a six-month extension through March 10, 2032. Pricing is fully burdened hourly rates for both flight operations and standby/wait time, each with mandatory one-hour minimums. Offerors must hold prices firm for 120 days from the receipt deadline.
Technical acceptability requires active 14 CFR Part 135 and Part 133 (Class B Sling) certifications, active DoD CARB or DOI OAS safety approval, and active DOT-SP HAZMAT permits for bulk fuel transport. Aircraft must carry 1–2 passengers with 100 pounds of gear as an average mission, or up to four passengers and 1,000 pounds of equipment maximum. Pilots must meet Federal minimums for mountainous Alaska terrain operations, including at least 50 hours of localized experience within the previous 12 months and proof of Inadvertent Instrument Meteorological Conditions/whiteout recovery training. Services operate 0800–1600 Alaska Standard Time, Monday–Friday excluding Federal holidays, with a 24-hour response requirement, though services extend outside normal hours for urgent operations. On-call delivery performance standard is 90 percent within seven business days, excluding weather delays. NAICS code is 481211; PSC code is V211.
