About this opportunity
The U.S. Department of State's Embassy in Djibouti is seeking contractors for the supply and installation of two 25,000-liter vertical raw water tanks at the Chief Mission Residence (CMR). The project encompasses a comprehensive solution including construction of a reinforced concrete pad, tank installation, addition of a roof and decorative fence, implementation of booster pumps and electrical accessories, and decommissioning of existing water infrastructure. Contractors must demonstrate technical competence and comply with National Electrical Code, OSHA, and OBO IBC standards, with seismic design suitable for Djibouti conditions using corrosion-resistant, UV-resistant fiberglass tanks rated for extreme weather. The government intends to award the contract to the lowest-priced responsible offeror based on initial proposals without discussions, though discussions may be held with companies in the competitive range if necessary. Critical dates include a mandatory pre-quotation site visit on July 9, 2025 at 10:00 a.m., with attendee names required by July 7, 2025 at 10:00 p.m., and electronic quotations due by August 2, 2025 at 4:30 p.m.
This solicitation operates under no set-aside designation and makes no reference to incumbent contractors or current service providers. No specific award values or budget ranges are disclosed in the solicitation documents. The project involves supplying and installing two 25,000-liter water tanks as the primary quantitative requirement, with quotations required to remain valid for a minimum of four months from government receipt. Performance will take place in Djibouti at the Chief Mission Residence, requiring contractors to navigate international project delivery and compliance with local conditions. Offerors must be registered in the System for Award Management (SAM) database and submit comprehensive documentation including SF-1442, pricing information, representations and certifications, and proof of insurance coverage.
