About this opportunity
The Department of the Air Force Materiel Command Nuclear Weapons Center anticipates soliciting engineering, acquisition, and sustainment services to develop, maintain, and sustain modern hardware and software solutions for USAF aircraft flight recorder download and data decompression/transcription capabilities, with an RFI due October 28, 2026.
The contractor shall design and manufacture standardized download interfaces for both full-up (undamaged) flight recorders and bench-level extracted Circuit Card Assemblies across diverse solid-state recorder architectures from multiple OEMs including General Electric, General Dynamics, Fairchild, L3Harris/Acron, Honeywell/Allied Signal, Universal Avionics, Curtiss-Wright, and Mercury Mission Systems. All software and hardware interfaces must execute on Red Hat Enterprise Linux or Microsoft Windows and yield output file formats fully compatible with OEM data decompression and transcription software tools. Raw data extraction must map cleanly to OEM-native binary formats for bit-exact transcriptions.
Work shall be performed at contractor facilities and AFSEC/SEFE (MAAF) at Kirtland Air Force Base, New Mexico, Monday through Friday, 08:00 to 17:00 MST. Contractor personnel must maintain clearance to process Controlled Unclassified Information and shall negotiate Non-Disclosure Agreements with flight recorder OEMs to obtain proprietary pinout data and decompression algorithms. Key personnel include a Program Manager and Lead Systems Engineer with expertise in legacy and modern flight recorder OEM data structures and bus protocols.
The contract period comprises a 12-month Base Period plus four 12-month Option Periods. Performance standards mandate 99 percent system uptime for fielded download stations and 3-business-day system recovery time, with monthly government audits and maintenance ticket log reviews.
The RFI requests corporate information, CAGE code, UEI, business size classification under NAICS 541330 or 541511, applicable small business designations, and current contracting vehicles such as GSA Multiple Award Schedules, IDIQs, GWACs, or DoD-wide vehicles.
