About this file

This is a Performance Work Statement (PWS) for the Mishap Analysis & Animation Facility (MAAF) Flight Recorder Download Solutions Acquisition and Sustainment contract. The contractor shall provide engineering, acquisition, and sustainment services to develop, maintain, and sustain modern hardware and software solutions for USAF aircraft flight recorder download and data decompression/transcription capabilities. Work encompasses developing download interfaces for both full-up (undamaged) flight recorders and bench-level extracted Circuit Card Assemblies (CCAs) across diverse solid-state recorder architectures. All software and hardware interfaces must execute on modern operating systems (Red Hat Enterprise Linux or Microsoft Windows) and yield output file formats fully compatible with Original Equipment Manufacturer (OEM) data decompression and transcription software tools.

Key technical requirements include: designing and manufacturing standardized download interfaces (chassis, cabling, test fixtures, and software drivers); maintaining compatibility across multiple OEM flight recorder platforms including General Electric, General Dynamics, Fairchild, L3Harris/Acron, Honeywell/Allied Signal, Universal Avionics, Curtiss-Wright, and Mercury Mission Systems devices; ensuring raw data extraction maps cleanly to OEM-native binary formats for bit-exact transcriptions; and monitoring software, driver, and component lifecycles with hardware repairs or replacement within 3 business days of fault notification. The contract period is 12-month Base Period plus four (4) 12-month Option Periods. Work shall be performed at contractor facilities and AFSEC/SEFE (MAAF) at Kirtland AFB, NM, Monday through Friday, 08:00 to 17:00 MST. Contractor personnel must maintain clearance to process Controlled Unclassified Information (CUI) and shall negotiate Non-Disclosure Agreements directly with flight recorder OEMs to obtain proprietary pinout data and decompression algorithms. Key personnel requirements include a Program Manager and Lead Systems Engineer with expertise in legacy and modern flight recorder OEM data structures and bus protocols. Performance standards mandate ≥99% system uptime for fielded download stations and 3-business-day system recovery time, with monthly government audits and maintenance ticket log reviews.

PERFORMANCE WORK STATEMENT (PWS)

MISHAP ANALYSIS & ANIMATION FACILITY (MAAF)

FLIGHT RECORDER DOWNLOAD SOLUTIONS ACQUISITION AND

SUSTAINMENT

1.0 Scope of Work

The contractor shall provide engineering, acquisition, and sustainment services to develop, maintain, and sustain modern hardware+software solutions for USAF aircraft flight recorder download and data decompression / transcription.

This effort encompasses developing download capabilities for both full-up (undamaged) flight recorders and bench-level extracted Circuit Card Assemblies (CCA) across diverse solid-state recorder architectures. All software and hardware interfaces developed must execute on modern computer hardware and operating systems (e.g., Red Hat Enterprise Linux or Microsoft Windows) and yield output file formats fully compatible with Original Equipment Manufacturer (OEM) data decompression and transcription software tools.

2.0 Specific Technical Requirements & Deliverables

• 2.1 Hardware and Software Interface Development: Design, manufacture, and test standardized download interfaces (chassis, cabling, test fixtures, and software drivers) capable of interfacing directly with full-up units and extracted CCAs.

• 2.2 Media & Architecture Compatibility: Maintain and build download solutions for the full spectrum of MAAF-designated solid-state recorders, including but not limited to:

o General Electric (GE): KVADR (CV-22, Model 3253K6); DAU/ECSMU (C-17, Block 52 F-16); IDAR / Refreshed IDAR; Legacy CSFDR/SFDR/SAU/CSMU (non-Block 52 F-16, T-1, FMS F-15, C-17).

o General Dynamics: F-16 Seat Data Recorder.

o Fairchild: F1000, A200S.

o L3Harris / Acron: SRVIVR (F-15, B-52H, UH-1N); F-22 CSMU; F-35 CSMU;

FA2100 CVR/FDR (5V NOR, 3V NOR, 3V NAND); FA2300 MADRAS;

FA5003 CVR (RC-135).

o Honeywell / Allied Signal: SSFDR (E-8C), SSCVR 30/120.

o Universal Avionics: CVR-120 / FDR (C-21A, EC-37B).

o Curtiss-Wright: CVFDR (HH-60G), CSR (T-6, MH-139).

o Mercury Mission Systems: FDR (HH-60W).

• 2.3 Decompression and Transcription Integrity: Ensure raw data extractions map cleanly to OEM-native binary formats to permit bit-exact transcriptions.

• 2.4 Obsolescence Management & System Sustainment: Monitor software, driver, and component lifecycles. Provide hardware repairs, driver updates, or replacement hardware within 3 business days of notification to restore non-operational download systems.

• 2.5 Equipment and Software Operation Training: Provide training on MAAF government personnel in the operation of hardware and software for each solution and, in the event of hardware and software malfunctions, limited diagnostics.

• 2.6 Data Rights: Pursuant to DFARS 252.227-7013/7014, the Government retains Unlimited Data Rights to all software, source code, schematics, API specifications, and technical documentation developed under this contract at Government expense.

3.0 Operating Parameters & Constraints

• Place of Performance: Work shall be performed at contractor facilities and AFSEC/SEFE (MAAF) facilities located at Kirtland AFB, NM.

• Period of Performance: 12-month Base Period plus four (4) 12-month Option Periods.

• Hours of Operation: Monday through Friday, 08:00 to 17:00 MST, excluding federal holidays.

• Cybersecurity Environment: All download solutions shall function strictly as stand-alone systems disconnected from local networks or the internet. Data transfer to analysis workstations shall occur exclusively via physical USB media following base security protocols. Network Authorization to Operate (ATO) requirements do not apply.

• Security Clearance: Facilities and contractor personnel must maintain clearance to process Controlled Unclassified Information (CUI).

• Proprietary Data & NDAs: The contractor must negotiate and maintain Non-Disclosure Agreements (NDAs) directly with flight recorder OEMs as required to obtain proprietary pinout data, data structures, and decompression algorithms.

4.0 Personnel Requirements

• Program Manager (Key): Responsible for overall contract performance, deliverable tracking, and risk management.

• Lead Systems Engineer (Key): Must possess deep domain expertise in legacy and modern flight recorder OEM data structures, bus protocols (e.g., MIL-STD-1553, ARINC 429, IRIG Chapter 10/11), and CCA-level raw flash extraction methodologies.

5.0 Government-Furnished Equipment (GFE)

GFE will be strictly limited to legacy download hardware previously fabricated by the contractor, representative flight recorder chassis, and limited "golden" chassis/CCAs required for capability development and test verification.
