About this opportunity

The Department of the Air Force Materiel Command Test Center is seeking whitepapers for the Advanced NAV-WAR Open Air (ANOA) System, a high-powered, electronically steerable Global Positioning System (GPS) jamming system designed to support critical Department of War testing and training initiatives by replicating contested electronic warfare environments. Vendors must demonstrate technical competency in high-power RF systems, electronically steerable phased array antennas, advanced signal processing, and systems integration, while confirming that the U.S. Government will receive unlimited rights to all deliverables. Additional requirements include compliance with 10 U.S.C. 4022(d) through participation of nontraditional defense contractors or small businesses, or cost-sharing of at least one-third from non-federal sources, along with CMMC Level 2 C3PAO cybersecurity certification or a credible compliance roadmap. Whitepapers will be evaluated based on comparative analysis of technical merit and proposed firm fixed pricing for the Business Process Prototype and Proof of Concept Prototype phases. Responses must not exceed 10 pages and are due electronically to Agreements Officer Greggory C. Jones by May 29, 2026, close of business.

There is no set-aside designation for this opportunity, and no incumbent contractor or budget range is specified in the solicitation documents. The project will be executed in sequential phases, with mandatory deliverables including a detailed Statement of Work and one functional ANOA system with three design reviews (10%, 60%, and 100%), followed by an optional Operational Utility Prototype phase consisting of seven additional systems and two spare units. Performance location includes Arnold Air Force Base, Tennessee and Holloman Air Force Base, New Mexico, with deliverables required at both locations. The Government reserves the right to select one, all, or none of the submissions, and payment will be contingent upon formal written Government acceptance of each milestone on a firm fixed-price basis. Vendors must maintain current SAM registration, comply with NIST SP 800-171 Assessment requirements to access classified performance parameters in Attachment 1, and adhere to prohibitions on equipment from specified foreign sources including Huawei, ZTE, Kaspersky Lab, and ByteDance applications.

1.0 Introduction and Purpose

The purpose of this project is to acquire a high-powered, electronically steerable Global Positioning System (GPS) jamming system to support critical Department of War testing and training initiatives. Current systems have limitations in their ability to replicate the contested electronic warfare environments necessary to adequately assess and prepare our forces for modern threats. The Advanced NAV-WAR Open Air (ANOA) system will overcome these limitations by providing a robust, realistic, and adaptable platform for evaluating the performance of navigation-dependent systems in a GPS-contested scenario. This RWP is issued under the authority of 10 U.S.C. § 4022 for the purpose of acquiring prototypes to address this need.
