About this opportunity
The U.S. Army Rapid Capabilities and Critical Technologies Office (RCCTO) has issued a Request for White Papers (RFWP) to support the Guam Defense System Joint Program Office (GDS JPO) in developing a Joint Integrated Battle Manager (JIBM) prototype. This Special Notice seeks industry partners to design, develop, integrate, and test a secure and scalable battle management system capable of defending against various threats including ballistic missiles, hypersonic glide vehicles, cruise missiles, and unmanned aerial systems. The solicitation is being conducted under the authority of 10 U.S.C. 4022 with the intent to award one or more prototype Other Transaction Agreements (pOTA). The opportunity falls under the Research and Development in Physical, Engineering, and Life Sciences NAICS category and is classified as National Defense R&D Services. The government has provided comprehensive documentation including the main RFWP, a detailed Q&A document addressing 88 vendor inquiries, and a revised version of the solicitation.
The primary objective is to develop a hardware-agnostic, portable, and deployable JIBM prototype that can operate within IL5 and IL6 security enclaves and process classified information at the SECRET level. White papers are due by July 8, 2025, at 4:00 PM Eastern Time and are limited to 16 pages, covering technical approach, schedule, rough order of magnitude costs, and team qualifications/experience. Only U.S. companies with SECRET information handling capabilities are eligible to participate in this opportunity. The anticipated firm-fixed-price pOTA will have a performance period of up to 12 months, with a capability exercise planned for 3QFY26 and final prototype delivery in 4QFY26. The government has indicated potential for follow-on production efforts with successful prototype participants, subject to funding availability and successful system characterization, though no predetermined cost ceiling has been established for the prototype development.
