About this file
This document is a comprehensive Questions and Answers (Q&A) file for a Request for White Papers (RFWP) related to the Guam Defense System Joint Program Office (GDS JPO) Joint Integrated Battle Manager (JIBM) Prototype Development. The document provides detailed government responses to 88 vendor inquiries covering technical, operational, and administrative aspects of the prototype project. Key technical details include developing a prototype for joint battle management with capabilities to defend against ballistic and non-ballistic threats such as ballistic missiles, hypersonic glide vehicles, cruise missiles, and potentially unmanned aerial systems.
The prototype is expected to be developed for a joint exercise in 3QFY26, with an anticipated contract award in 4QFY25. The government seeks a hardware-agnostic architecture with maximum portability and deployability across hardware platforms, operating within IL5 and IL6 security enclaves. Vendors are expected to demonstrate functionality across joint battle management, joint warfighter interfaces, and external command and control interfaces. The prototype will require processing classified information, and vendors should provide a rough order of magnitude cost estimate. The government emphasizes flexibility, scalability, and the ability to adapt to evolving threat landscapes, with no predetermined ceiling cost for the prototype development.

The question regarding distinct requirements for the COP compared to the CTP requirements of the Programs of Record (PoRs), specifically concerning metrics like the number of tracks, update rate, and latency, is an important one. While the final performance parameters will be dependent on the specific systems integrated within the GDS, and therefore will be refined as the program progresses, the JIBM prototype demonstration will be expected to handle a realistic number of threats representative of the anticipated GDS operational environment.
This means that proposed JIBM solutions should demonstrate the capacity to handle a threat load commensurate with the overall GDS defense objectives.
The specific numbers will be clarified in the Statement of Objectives (SOO) provided to offerors selected to submit proposals. However, offerors are encouraged to demonstrate in their white papers a scalable architecture capable of adapting to evolving performance requirements as the GDS matures. This includes addressing anticipated challenges related to data fusion, processing, and visualization of a complex battlespace.
We believe this approach allows for innovation while ensuring the prototype aligns with the ultimate goals of the GDS. Objectives
Does the COP also include requirements to display the Mission Planning information from across the CTPs?
While the RFWP does not explicitly define these requirements at this stage, offerors are encouraged to demonstrate in their white papers their approach to integrating and displaying diverse data sources within the COP, including potential considerations for Mission Planning data. Objectives
